No. A.12018/2/2023 -Estt/RIPANS /192.—In exercise of the powers conferred by the proviso to article 309
of the Constitution and as approved by the Ministry of Health & Family Welfare, Government of India vide Letter
F.No.U.12012/57/2022 -NE -Part (7) dated 03.10.2023, the President hereby makes the following amendment of the
method of recruitment of the post of Administrative Officer in Regional Institute of Paramedical & Nursing Sciences,
Aizawl, an Autonomous Institute under the Ministry of Health & Family Welfare, Government of India, namely: -
1. Short Title and commencement: -
1.1. These rules may be called the Recruitment Rules of Group ‘A’ Non - Faculty Post (Administrative Officer ),
Regional Institute of Paramedical & Nursing Sciences, Aizawl, Mizoram, 2023.
1.2. They shall come into force on the date of their publication in the Official Gazette.
2. The number of posts, classification and level in the Pay Matrix: -
The number of the said posts, their classification and the level in the Pay Matrix attached thereto shall be as
specified in Schedule I. The classification of posts as Group ‘A’ will correspond to similar categories in the
Pay Level of Central Government.
3. Recruitment Norms: -
3.1 The minimum educational qualification for all the posts shall be as specified in Schedule I. The specified
discipline for educational qualification in related areas of interest of the faculty in respect of RIPANS,
required for the post concerned, will be as given in Schedule I, before the posts are advertised. Educational
qualifications of recognized University a nd regulating Statutory Bodies, as the case may be, will only be
accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will
be final and binding.
3.2 The experience required for all the posts shall as spec ified in Schedule I. The crucial date for determining the
experience required for the post shall be the closing date for receipt of application from candidates.
3.3 Recruitment shall be made by promotion/deputation/direct recruitment as the case may be, as prescribed in
Schedule I. Whenever the posts are to be filled up by deputation/direct recruitment, the posts shall be
advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority
deems fit. In case of receipt o f large number of applications, the Director may constitute a Screening
Committee, which will short -list the candidates.
3.4 In case of direct recruitment, the selection shall be transparent by giving specific marks for various
parameters decided by t he Selection Committee, keeping in view the job requirement for the post. The
Selection Committee as constituted by competent authority will hold interviews of the all -eligible candidates,
as may be required.
3.5 Vacancies caused by the incumbent being awa y on deputation or long illness or study leave or under other
circumstances, for duration of one year or more, can be filled on deputation/short term contract.
4. Age limit for direct recruitments: -
4.1 The upper age limit for direct recruitment in each cate gory of post shall be as specified in Schedule I. The
upper age limit in respect of Schedule Castes, Scheduled Tribes, Other Backward Classes and the other
special categories of persons etc, shall be relaxable in accordance with the orders issued by the Ce ntral
Government from time to time.
Unless otherwise specified in the Recruitment Rules, age relaxation of 5 years will be allowed for personnel
serving in Central/State Government and Autonomous Institutions of Central & State Governments.
4.2 The crucial date for determining the age limit shall be the closing date for receipt of application from
candidates.
5. Method of Recruitment:
5.1 The method of recruitment, age limit, qualifications and other matters relating to the said post shall be
specified in colu mn 5 to 13 of the said schedule.
5.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on
probation initially for a minimum period as specified in Schedule I. At the end of probation period, the
candidate’ s performance will be assessed by the Institute authority to decide if the candidate’s performance
during the probation period has been satisfactory or otherwise. If his/her performance is found to be
satisfactory, he/she will be confirmed for regular appo intment on completion of probation.
5.3 Subject to the candidate having minimum qualification and experience as specified in Schedule I, candidates
from other Central Government/State Government can be taken on deputation basis. The period of deputation
shall be for a period of three years which may be extended by the Director up to five years in the exigencies
of service taking the con sent of the lending department.
6. Disqualification: -
No person:
(a) Who has entered into or contracted a marriage with a perso n having a spouse living, or
(b) Who having a spouse living, has entered in or contracted a marriage with any other person, shall be
eligible for appointment to any of the said posts;
Provided that RIPANS may, if satisfied that such a marriage is permissible u nder the personal law applicable
to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
7. Interpretation: -
Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be
referred to Appointing Authority whose decision shall be final.
8. Power to relax: -
Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or
expedient to do so, i t may for reasons to be recorded in writing, relax any of the provisions of these rules with
respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the
Appointing Authority.
9. Saving: -
Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be
provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex -
Servicemen and other special categories of persons in accordance with the orders issued by the Central
Government from time to time in this regard. The posts filled earlier will not be affected by these
Recruitment Rules, which are being notified now. The job descriptions pertaining to various posts would be
issued sep arately by RIPANS as an Office Order.

Note:
The Period of deputation (ISTC) shall ordinarily not exceed 5

If the Departmental Candidate (Assistant Administrative
Officer) in Level – 7 of Pay Matrix with 05 years’ of regular
service is selected for appointment to the post; it shall be
treated as having been filled by promotion.

method of recruitment of the post of Upper Divis ion clerk (UDC) in Regional Institute of Paramedical & Nursing
Sciences, Aizawl, an Autonomous Institute under the Ministry of Health & Family Welfare, Government of India,
namely: -
1. Short Title and commencement: -
4.1 These rules may be called the Recruitment Rule s of Group ‘C’ Non - Faculty Post (Upper Division Clerk ),
Regional Institute of Param edical & Nursing Sciences , Aizawl, Mizoram, 202 3.
4.2 They shall come into force on the date of their publication in the Official Gazette.
2. The number of posts, classification and level in the Pay Matrix: -
The number of the said posts, their classification and the level in the Pay Matrix attached thereto shall be as
specified in Schedule I. The classification of posts as Group ‘C’ will corre spond to similar categories in the
Pay Level of Central Government.
3. Recruitment Norms: -
3.1 The minimum educational qualification for all the posts shall be as specified in Schedule I. The specified
discipline for educational qualification in related area s of interest of the faculty in respect of RIPANS,
required for the post concerned, will be as given in Schedule I, before the posts are advertised. Educational
qualifications of recognized University and regulating Statutory Bodies, as the case may be, wi ll only be
accepted. In case of any doubt regarding educational qualification, the decision of Appointing Authority will
be final and binding.
3.2 The experience required for all the posts s hall as specified in Schedule I . The crucial date for determining the
experience required for the post shall be the closing date for receipt of application from candidates.
3.3 Recruitment shall be made by promotion/ deputation /direct recruitment as the case may be, as prescribed in
Schedule I. Whenever the posts are to b e filled up by deputation /direct recruitment , the posts shall be
advertised in the website of RIPANS and newspapers by such appropriate methods as the Institute authority
deems fit. In case of receipt of large number of applications, the Director may const itute a Screening
Committee, which will short -list the candidates.
3.4 In case of direct recruitment, t he selection shall be transparent by giving specific marks for various
parameters decided by the Selection Committee, keeping in view the job requir ement for the post. The
Selection Committee as constituted by competent authority will hold interviews of the all -eligible candidates,
as may be required.
3.5 Vacancies caused by the incumbent being away on deputation or long illness or study leave or unde r other
circumstances, for duration of one year or more, can be filled on deputation/short term contract.
4. Age limit for direct recruitments: -
4.1 The upper age limit for direct recruitment in each category of post shall be as specified in Schedule I. The
upper age limit in respect of Schedule Castes, Scheduled Tribes, Other Backward Classes and the other
special categories of persons etc, shall be relaxable in accordance with the orders issued by the Central
Government from time to time.
Unless otherwise s pecified in the Recruitment Rules, age relaxation of 5 years will be allowed for personnel
serving in Central/State Government and Autonomous Institutions of Central & State Governments.
4.2 The crucial date for determining the age limit shall be the closi ng date for receipt of application from
candidates.
5. Method of Recruitment:
5.1 The method of recruitment, age limit, qualifications and other matters relating to the said post shall be
specified in column 5 to 13 of the said schedule.
5.2 In case of direct recruitment, the selected candidates, from the date of assuming the duties will be on
probation initially for a minimum period as specified in Schedule I. At the end of probation period, the
candidate’s performance will be assessed by the Institute author ity to decide if the candidate’s performance
during the probation period has been satisfactory or otherwise. If his/her performance is found to be
satisfactory, he/she will be confirmed for regular appointment on completion of probation.
5.3 Subject to t he candidate having minimum qualification and experience as specified in Schedule I, candidates
from other Central Government/State Government can be taken on deputation basis. The period of deputation
shall be for a period of three years which may be exte nded by the Director up to five years in the exigencies
of service taking the consent of the lending department.
6. Disqualification: -
No person:
(a) Who has entered into or contracted a marriage with a person having a spouse living, or
(b) Who having a spouse livin g, has entered in or contracted a marriage with any other person, shall be
eligible for appointment to any of the said posts;
Provided that RIPANS may, if satisfied that such a marriage is permissible under the personal law applicable
to such person and t he other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
7. Interpretation: -
Where any doubt arises as to the interpretation of any of the provisions of these rules, the matter shall be
referred to Appointing Authority whose decision shall be final.
8. Power to relax: -
Where the duly constituted Selection Committee of RIPANS is of the opinion that it is necessary or
expedient to do so, it may for reasons to be recorded in writing, relax an y of the provisions of these rules with
respect to any class or category of posts mentioned in Schedule I. This will be subject to acceptance of the
Appointing Authority.
9. Saving: -
Nothing in these rules shall affect reservations, relaxation of age limit a nd other concessions required to be
provided to candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex -
Servicemen and other special categories of persons in accordance with the orders issued by the Central
Government fro m time to time in this regard. The posts filled earlier will not be affected by these
Recruitment Rules, which are being notified now. The job descriptions pertaining to various posts would be
issued separately by RIPANS as an Office Order.

of the Constitution and as approved by the Ministry of Health & Family Welfare, Government of I ndia vide Letter
F.No.U.120 12/57/2022 -NE -Part (7) dated 03.10.2023 , the President hereby makes the following amendment of the
method of recruitment of the post of Lower Division Clerk (LDC) in Regional Institute of Paramedical & Nursing
Sciences, Aizawl, an Autonomous Institute under the Ministry of Health & Family Welfare, Government of India,

Out of 100 marks, the cutoff marks for consideration is
