No. B/RR/ 2024 -RIMS (3)—In exercise of the powers con ferred under Rule 3(ii) of the Bye -Laws of the Regional Institute of Medical Sciences, Imphal, Manipur and in pursuance of the approval of th e Ministry of Health & Family Welfare conveyed vide lette r No. U -12015/57/2022 -NE-Part (3 ) dated 06-10-2023, the Ch airman, Executive Council, Society of Regional Institute of Medical Sciences, Imphal hereby makes the following rules regulating the method o f recruitment to the post of CSSD Officer in Regional Institute of Medical Sciences, Imphal. 1. Short title and c ommencement. - (i) These rules may be called the Regional Institute of Medical Sciences, Imphal, CSSD Officer (Group 'B' post) Recruitment Rule s, 2023. (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification, level in pay matrix - The number of the said post, its classification and level in pay matrix, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age Limit, qualifications , etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. - No Person, - (a) who has entered into or contracted a marria ge with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person ; shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marr iage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. - where the central Governm ent is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex - servicemen or any other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. M.Sc. Microbiology or Pharmacology or Medical Technology (Microbiology). 2. 5 years’ experience in Central Sterilization ( CSSD) or Operation Theatre in a hospital/Research Organization or any Pharmaceutical organization. 8 Whether age an d educational qualifications prescribed for direct recruits will apply in case of promotees No 9 Period of probation, if any Two years for direct recruit 10 Method of recruitment whether by direct recruitment or by promotion or by deputation/ absorption and percentage of vacancies to be filled by various methods By Promotion failing which Deputation (Including Short Term Contract (ISTC)) failing both by Direct Recruitment 11 In case of promotion by recruitment by promotion/deputation/ absorption to be ma de Promotion: CSSD Supervisor in Level – 6 of Pay Matrix with five years ’ regular service in the Grade. Deputation: Officers of the Central Government/ State Governments/ Union Territories/ Autonomous Organizations/Statutory bodies/ Public Sector Undertak ing/University/ Recognized Research Institution: A. 1. Holding analogous post on a regular basis in the parent cadre/department; or 2. CSSD Supervisor with 05 years’ service rendered after the appointment on a regular basis in Level 06 of the Pay Matrix or equivalent in the parent cadre /department Note: The Period of deputation including the period of deputation in another ex-cadre post hel d immediately preceding this appointment in the same or other organization or department of the Central Government ) shall ordinarily not exceed 5 years. The maximum age limit for, appointment on deputation (ISTC) shall not be exceeding 56 years as on the closing date of receipt of application. 12 If a Departmental Promotion Committee/ Selection Committee exists what is its composition Deputation: 1. Director, RIMS, Imphal – Chairman 2. Director/Deputy Secretary looking after the affairs of RIMS, Imphal in the MoHFW, Govt of India – Member 3. One member of the Executive Council, Society of RIMS, Imphal or a nominee of the beneficiary states not below the rank of Deputy Secretary/ Joint Director (by rotation) – Member 4. Medical Superintendent, RIMS Hospital , Imphal - Member 5. One expert in the subject concerned – Member 6. Deputy Director (Admn), RIMS, Imphal – Member Secretary Promotion: 1. Director, RIMS, Imphal – Chairman 2. Director (Health), Government of Manipur or its nominee not below the rank of J oint Director - Member 3.
