By S.O. 2368(E) dated 19th June 2024, the Ministry of Steel, in exercise of powers under sections 3 and 4 of the Collection of Statistics Act, 2008 (7 of 2009), read with rules 5 and 7 of the Collection of Statistics Rules, 2011, and in consultation with the nodal officer, directed the collection of statistics from producers, traders, exporters, importers and associations of iron and steel across the whole of India, covering prices, production, installed capacity, inventory, consumption of inputs, exports, imports, sales, logistics, infrastructure and other economic, social and environmental aspects, for the purposes of analysis, monitoring, policy formulation and data publication. The Deputy Director General (Statistics Division), Ministry of Steel, presently Ms. Swapna Bhattacharya, based at Udyog Bhawan, Rafi Marg, New Delhi, is appointed as the Statistics Officer with jurisdiction over the whole of India, and the Joint Plant Committee, located at Ispat Niketan, Ballygunge Circular Road, Kolkata, is designated as the agency to aid in or supervise collection of the statistics. Informants (owners, occupiers or persons-in-charge of a factory or establishment) must furnish information in the form, intervals and language (English, or as specified) prescribed by the Statistics Officer via notice, including electronic submission through a web portal, on a daily, fortnightly, monthly, quarterly or annual basis as specified, and must permit inspection of business records by authorised persons carrying identity cards or letters of authorisation. In exercise of the powers conferred by sections 3 and 4 of the Collection of Statistics Act, 2008 (7 of 2009), read with rules 5 and 7 of the Collection of Statistics Rules, 2011, the Ministry of Steel in the Government of India, in consultation with the nodal officer designated under sub-rule (1) of rule 3 of the said rules, hereby directs that the collection of statistics from informants such as producers, traders, exporters, importers and associations of iron and steel on prices, production, installed capacity, inventory, consumption of inputs, exports, imports, sales, logistics, infrastructure and any other economic, social and environmental aspects of iron and steel production or manufacture, for the purposes of analysis, monitoring, formulation of policy and publication of data shall be as per the details mentioned in the Schedule annexed herewith, and in this regard, necessary provisions are as follows, namely:- 1. Appointment of Statistics Officer. Agency to aid in collection of statistics. The Joint Plant Committee constituted by the Ministry of Steel in the Government of India which is located at Ispat Niketan, 52/1A, Ballygunge Circular Road, Kolkata 700019 shall be the primary agency to take or aid in or supervise the collection of statistics from informants including producers, traders, exporters, importers and associations of iron and steel in this regard. 3. Power to specify form, particulars and period. The informant shall furnish the particulars of statistical information in such form, and within such intervals as the Statistics Officer may specify in this regard. 4. Verification by authorised persons and application of provisions.—(1) The persons authorised by the Statistics Officer shall carry a photo identity card or a letter of authorisation issued by the Statistics Officer, for verification of information furnished by each informant, for inspecting relevant records and for seeking clarifications, as may be necessary. (2) The persons engaged in any activity in respect of these directions shall be governed by the provisions of the Collection of Statistics Act, 2008 (7 of 2009), and Collection of Statistics Rules, 2011. SCHEDULE 1. Subject and purpose for collection of statistics.—Statistics relating to prices, production, installed capacity, inventory, consumption of inputs, exports, imports, sales, logistics, infrastructure and any other economic, social, environmental aspects of iron and steel production or manufacturing shall be as per the requirement of the Ministry of Steel in the Government of India for the purposes of analysis, monitoring, policy formulation and publication of data. 2. Geographical area for collection of Statistics.—The statistics would be collected in the whole of India under the provisions of Collection of Statistics Act, 2008 (7 of 2009). 3. Method of data collection. A Notice shall be issued by the Statistics Officer to informants, indicating therein the date by which, format and the manner in which the information is required to be furnished including submission of information in electronic form through a web-portal. 4. Nature of informants from whom data may be collected. The informants are owners or occupiers or persons-in-charge of a factory or establishment or management who would be issued notice by the Statistics Officer for furnishing the required information. 5. Period during which collection of statistics may be completed. The frequency and date of submission of each type of information would be mentioned in the notice issued by the Statistics Officer. 6. Reference period. Information is required to be furnished on a regular basis which may be on daily or fortnightly or monthly or quarterly or annually as specified in the notice issued by the Statistics Officer. 7. Nature of information to be collected. The information required relates to prices, production, installed capacity, inventory, consumption of inputs, exports, imports, sales, logistics, infrastructure and any other economic, social, environmental aspects of iron and steel production or manufacturing. 8. Language in which information is to be furnished by informants. Every informant shall furnish information in the prescribed formats in English or as specified by the Statistics Officer. 9. Obligation of informant. An owner or occupier or person in-charge of a factory or establishment or management, as the case may be, shall furnish information in the manner and by the date mentioned in the notice received by him from the Statistics Officer. He shall also furnish relevant records for inspection and answer questions in relation to the information sought, as may be required by the Statistics Officer or a person authorised by him in this behalf. 10. Nature of business records and other document which may be inspected.—Business records of a unit or any other document in support of the information furnished by the unit may be inspected by the Statistics Officer or by the person authorised by him. 11. The manner of inspection. The Statistics Officer or a person authorised by him in this behalf, may verify the information furnished under these directions on the basis of the business records and other records of the unit and seek clarification at the premises where such records are kept from the concerned owner or occupier or a person in-charge of a factory or establishment or management or a person authorised by the management of the unit.
