Core Purpose

This notification establishes the Ministry of Steel (Technical Wing) Recruitment Rules, 2026, superseding the 2002 rules for Assistant, Deputy, and Joint Industrial Adviser posts.

Detailed Summary

The Ministry of Steel (Technical Wing) Recruitment Rules, 2026, published on April 13, 2026, via G.S.R. 277(E), establish new methods of recruitment for posts in the Ministry of Steel's Technical Wing. These rules are enacted by the President under the proviso to article 309 of the Constitution and supersede the Ministry of Steel (Technical Wing) Recruitment Rules, 2002, specifically for the posts of Assistant Industrial Adviser, Deputy Industrial Adviser, and Joint Industrial Adviser. The rules detail the number of posts, classification, pay matrix levels, and methods of recruitment, including age limits, educational qualifications, and experience required. For Assistant Industrial Adviser (2 posts, Level-10, Rs. 56,100-1,77,500), recruitment is by direct entry, requiring a Bachelor's degree in specific engineering fields and three years of relevant experience, with an age limit of 35 years (relaxable). Deputy Industrial Adviser (2 posts, Level-11, Rs. 67,700-2,08,700) posts are filled 50% by deputation/short term contract and 50% by promotion, with specific service and qualification criteria for both methods, and a maximum deputation age of 56 years. Joint Industrial Adviser (1 post, Level-12, Rs. 78,800-2,09,200) posts are filled by a composite method of deputation/short term contract or promotion, also with specific service and qualification requirements, and a maximum deputation age of 56 years. The Central Government holds powers to relax rules in consultation with the Union Public Service Commission and can exempt certain marital disqualifications. A saving clause ensures continued provisions for reservations and relaxations for various special categories. Consultation with the Union Public Service Commission is necessary for direct recruitment of Assistant Industrial Advisers but not for deputation appointments for Deputy or Joint Industrial Advisers.
