The Order requires 151 categories of steel, alloy steel and stainless-steel products listed in Schedule 1, each mapped to specific Indian Standards (IS numbers) and ITC(HS) tariff codes, to conform to those Indian Standards and bear the BIS Standard Mark under Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018; most entries take effect immediately, though IS 4409:2023 (Ferronickel) takes effect 23 October 2024 and three entries (IS 18513:2023 Hot-Dip Zinc-Aluminium-Magnesium Alloy Coated Steel, IS 1469:1993 Ferromolybdenum, IS 1466:1985 Ferro Vanadium) take effect six months from notification. Schedule 2 lists seven categories of finished goods and articles (transformer stampings/cores, stainless steel pipes and tubes, tin-plate/tin-free-steel tanks and containers of two size classes, stoppers/caps/lids/seals, sign-plates and name-plates, and primary cell/battery parts) requiring either a Certificate of Conformity (Scheme-IV) or manufacture from BIS-certified input material. S.O. 3716(E).—In exercise of the powers conferred by section 16 read with section 17 and sub-section (3) of section 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016) (hereinafter referred to as the said Act) and in supersession of the Steel and Steel Products (Quality Control) Order, 2024, published vide notification number S.O. 574(E), dated the 5th February, 2024 in the Gazette of India, Extraordinary, Part II, section 3, sub-section (ii), dated the 8th February, 2024, except as respects things done or omitted to be done before such supersession, the Central Government being of the opinion that it is necessary to do so in the public interest and after consulting the Bureau of Indian Standards, hereby makes the following Order, namely:- 1. Short title and commencement.– (1) This Order may be called the Steel and Steel Products (Quality Control) Order, 2024. (2) Save as otherwise provided in this Order, it shall come into force on the date of its publication in the Official Gazette. 2. Application.– This Order shall apply to steel and steel products specified in column (3) of Schedule 1 and goods or articles specified in column (2) of Schedule 2, annexed to this Order, except steel and steel products manufactured domestically for export which conform to any other specification required by a foreign buyer. 3. Conformity to Standards and essential requirements.– (1) Every steel and steel product specified in column (3) of Schedule 1 shall conform to the corresponding Indian Standards specified in column (2) of the said Schedule with effect from the dates specified in column (5) thereof. (2) Every steel and steel products specified in column (3) of Schedule 1 shall be accompanied with a Test Certificate bearing the Standard Mark, issued by the Bureau of Indian Standards certified manufacturer, with each consignment. (3) Goods and articles specified in column (2) of Schedule 2 against serial number 1 shall conform to the corresponding essential requirements specified in column (3) of the said Schedule under a Certificate of Conformity from the Bureau of Indian Standards in accordance with Scheme–IV of Schedule–II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. (4) Goods and articles specified in column (2) of Schedule 2 against serial number 2 shall be made from the stainless steel as input material, specified in column (3) of Schedule 1, conforming to Indian Standards specified in column (2) of Schedule 1, bearing Standard Mark under a licence from the Bureau of Indian Standards in accordance with Scheme – I of Schedule – II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018 and shall be accompanied with– (a) the test certificate of the goods and articles specified in column (2) of Schedule 2 against serial number 2 with each consignment; and (b) the test certificate bearing the Standard Mark of input material issued by the Bureau of Indian Standards certified manufacturer with each consignment. (5) Goods and articles specified in column (2) of Schedule 2 against serial numbers 3, 4, 5, 6 and 7 shall be made from tin plate and tin free steel as input materials, as specified against serial numbers 108 and 109 in column (3) of Schedule 1, conforming to Indian Standards specified in corresponding column (2) of Schedule 1, bearing Standard Mark under a license from the Bureau of Indian Standards in accordance with Scheme – I of Schedule – II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018 and shall be accompanied with the test certificate of the input material. 4. Compulsory use of Standard Mark.– (1) Every steel and steel products specified in column (3) of Schedule 1 shall bear the Standard Mark under a licence from the Bureau of Indian Standards in accordance with Scheme–I of Schedule–II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. (2) The sub-standard or defective steel and steel product, which do not conform to the specified standard, shall be disposed off as scrap in such a way so that there is no violation of the provisions of clause (b) of sub-section (1) of section 17 of the Bureau of Indian Standards Act, 2016 (11 of 2016). 5. Certifying and enforcement authority.– The Bureau of Indian Standards shall be the certifying and enforcing authority in respect of the steel and steel products and the goods and articles specified in this Order. 6. Penalty for contravention.– Any person who contravenes any of the provisions of this Order shall be punishable under section 29 of the Bureau of Indian Standards Act, 2016 (11 of 2016). 7. Date of effect of amendment or revision in Indian Standards.– Any amendment or revision made by the Bureau of Indian Standards to any of the Indian Standards specified in column (2) of Schedule 1 shall apply to this Order with effect from the date of its publication by the said Bureau.
