Notification G.S.R. 589(E) of the Department of Atomic Energy, dated 23 September 2024, made in exercise of powers under the proviso to article 309 of the Constitution, promulgates the Department of Atomic Energy (Administration Cadre) Recruitment Rules, 2024, applicable to Administration Cadre posts and effective from the date of publication. The rules prescribe, per the annexed Schedule, the number of posts, classification, and pay-matrix level for Senior Clerk (340 posts (2024), General Central Service Group B Non-Gazetted Ministerial, Level-6, Rs.35,400-112,400, non-selection, one-year probation, filled by promotion from Upper Division Clerk (Level-4) with five years' regular service), Assistant (338 posts (2024), Group B Non-Gazetted, Level-7, Rs.44,900-142,400, filled 80% by Departmental Qualifying Examination and 20% by seniority-cum-fitness), Assistant Personnel Officer (188 posts (2024), Group B Gazetted Non-Ministerial, Level-8, Rs.47,600-151,100, similarly filled by promotion), and Administrative Officer-III (49 posts (2024), Group A Gazetted Non-Ministerial, Level-11, Rs.67,700-208,700, selection post, filled by promotion failing which deputation, from Assistant Personnel Officer, Section Officer, or erstwhile Public Relations Officer grades with specified years of regular service). The rules disqualify from appointment any person who has contracted a bigamous marriage (subject to a personal-law exemption), empower the Central Government to relax provisions by order, and preserve existing reservation and age-relaxation concessions for Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories; they also deem incumbents already holding the affected posts (Senior Clerk, Assistant, Assistant Personnel Officer, Administrative Officer-III, Chief Administrative Officer) as appointed under the new rules for purposes of probation, seniority and pension.

Short title and commencement. - (1) These rules may be called the Department of Atomic Energy (Administration Cadre) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. – These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix. - The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age -limit, qualifications, etc. - The method of recruitment to the said post, age -limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 5. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operati on of this rule. 6. Initial Constitution. - The incumbents holding the posts of Senior Clerk, Assistant, Assistant Personnel Officer, Administrative Officer -III and Chief Administrative Officer immediately before the commencement of these rules shall be deemed to have been appointed in accordance wi th the provisions of these rules and their regular and continuous service in their respective grades shall be counted for the purposes of probation, qualifying service for promotion, confirmation and pension. 7. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 8. Saving. - Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex -servicemen and other special categories of persons in accordance with the orders issue d by the Central Government from time to time in this regard. Note 3. - Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note 1. - Candidates holding the posts mentioned at serial numbers (d) and (e) shall be required to pass the Departmental examination for the post of Assistant. Note 2. - Those Assistants who earlier held the posts mentioned at serial numbers (b), (c), (d) and (e) and have combined regular service as mentioned against each post shall also be eligible. Promotion through Seniority -cum- Fitness: Assistant in level -7 (Rs.44900 - 142400) in the pay matrix with eight years of regular service in the grade. Note 1. - Eligible candidates for promotion through departmental qualifying examination are required to appear for written examination. Those candidates who qualify in written examination are required to appear for interview. Note 2. - The crucial date for computing the period of eligibility 1. Additional Secretary or Joint Secretary in -Charge of the Centralized Cadre in Department of Atomic Energy. – Chairperson; 2. Note 4. - The inter se seniority, while preparing the panel by Departmental Promotion Committee shall be based on the eligibility of feeder cadre officers. Note -1.- The Department Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note -2.- The period of deputation including the period of deputation in another ex -cadre post held immediately preceding this appointment in the same or some other organisation of department of the Central Government shall ordinarily not to exceed three years. Note 3. – The maximum age -limit for appointment by deputation shall be not exceeding fifty -six years as on the closing date of the receipt of applications.
