Short title and commencement. - (1) These rules may be called the Department of Atomic Energy , Stenographer Cadre (Secretariat) , Group ‘A’ and ‘B’ Posts, Recruitment Rules, 202 4. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. – These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age -limit, qualifications, etc. - The method of recruitment , age-limit , qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living ; or (b) who , having a spouse living, has entered into or contracted a marriage with any person , shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule. 6. Initial c onstitution. – The incumbents holding the posts of Personal Assistant, Private Secretary, Principal Private Secretary, Senior Principal Private Secretary and Principal Staff Officer on a regular basis prior to the commencement of these rules shall be deemed to have been appointed in accordance with the provisions of these rules and their regular and continuous service shall be counted for the purpose of probation, qualifying service for promotion, confirmation and pension. 7. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 8. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tri bes, other backward classes, ex -servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1 : The crucial date for computing the period of eligibility for promotion shall be 1st January of the vacancy year . Note 2: The eligible candidates are required to appear for written examination for Departmental qualifying examination quota and those who qualify written examination are required to take stenography skill test in English of one hundred and twenty words per minute of seven minutes duration to be transcribed in forty -five minutes or in Hindi of one hundred and twenty words per minute of seven minutes duration to be transcribed in one hour. Note 3: For promotion under Seniority -cum-Fitness quota, eligible candidates are required to qualify stenography skill test of one hundred and twenty words per minute of seven minutes duration to be transcribed in forty -five minutes or one hundred and twenty words per minute of seven minutes duration in Hindi to be transcribed in one hour. Note 4: Promotees shall undergo Training from the Administrative Training Institute, Department of Atomic Energy during the probation period. Note 5: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their Group ‘B’ Departmental Promotion Committee (for considering promotion) consisting of :- 1. The candidates who qualify in the stenography skill test are required to appear for an objective test followed by personal interview for selection.
