NOTIFICATION

G.S.R. 590(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules to regulate the method of recruitment to the posts of Senior Private
Secretary, Private Secretary (Non -Secretariat) and Stenographer Grade I, in the Department of Atomic Energy,
namely: -
1. Short title and commencement. -- (1) These rules may be called the Department of Atomic Energy (Senior Private
Secretary, Private Secretary (Non -Secretariat) and Stenographer Grade I) Group ‘B’ posts Recruitment Rules, 202 4.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application . – These r ules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in pay matrix .- The number of the said posts, their classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age -limit, qualifications, etc. - The method of recruitment to the said posts, age -limit,
qualifications and other matters relating thereto , shall be as specified in columns (5) to (13) of the said Schedule.
5. Initial constitution. - The incumbents holding the posts of Stenographer Grade I, Private Secretary (Non -
Secretariat) and Senior Private Secretary on regular basis prior to the commencement of these rules shall be deemed to
have been appointed in accordance with the provisions of these rules and their regular and continuous service in their
respective grades immediately before the commencement of these rules shall be counted for the purpose s of probation,
qualifying service for promotion, confirmation and pension.
6. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
such person from the operation of this rule.
7. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do , it may,
by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class
or category of persons.
8. Saving. - Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, e x-servicemen and other special
categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1. - The crucial date for
computing the period of eligibility
for promotion shall be 1st January of
the vacancy year. Group ‘B’ Departmental Promotion Committee
(for considering promotion) consisting of:
1. Administrative Head of
the concerned Unit – Chairperson;
2. Accounts Hea d of the
concerned Unit - Member;
3. Administrative Officer – III or
Deputy Establishment Officer
from one of the constituent units Not applicable.
Note 2. - Eligible candidates are
required to qualify stenography skill
test in English of one hundred
words per minute of seven minutes
duration to be transcribed in thirty -
five minutes or in Hindi of one
hundred words per minute of seven
minutes duration to be transcribed
in forty -five minutes on computer.
Knowledge of word processing is
compulsory while taking the
stenography skill test. The
candidates who qualify in the
stenography skill test are required to
appear for an objective test
followed by personal interview for
selection. The marks obtained in
the objective test or interview will
be taken into consideration among
other parameters by the Selection
Committee while recommending
the names for empanelment.
Note 3. - The inter se seniority,
while preparing the panel by
Departmental Promotion Committee
shall be based on the eligibility of
feeder cadre office rs.
Note 4.- Promotees shall undergo
the required t raining from the
Administrative Training Institute ,
Department of Atomic Energy
during probation.
Note 5.- Where juniors who have
completed their qualifying or
eligibility service are being
considered for promotion, their
seniors would also be considered
provided they are not short of the
requisite qualifying or eligibility
service by more than half of such
qualifying or eligibility service or
two years, whichever is less, and
have successfully completed
probation period for promotion to
the next higher grade along with
their juniors who have already
completed such qualifying or

or in Hindi of one hundred words per
minute of seven minutes duration to
be transcribed in forty -five minutes
on computer.
Note -3.- For promotion under Group ‘B’ Departmental Promotion Committee (for
