Under the annexed Schedule, the post of Assistant Director (3 posts, 2024, subject to workload variation) is classified General Central Service, Group 'B', Gazetted, Level 8 (Rs. 47600-151100), filled by deputation from Administrative or Accounts Cadre officers holding posts such as Assistant Personnel Officer, Section Officer or Assistant Accounts Officer at Level 8, with a maximum deputation age of 56 years; the post of Deputy Director (1 post, 2024) is classified General Central Service, Group 'A', Gazetted, Level 11 (Rs. 67700-208700), filled by deputation from officers at Level 11 with five years' relevant experience, also subject to a maximum deputation age of 56 years. In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Department of Atomic Energy (Assistant Director, Administrative Training Institute) Recruitment Rules, 2014, the Department of Atomic Energy (Deputy Director, ATI) Recruitment Rules, 2012 and the Department of Atomic Energy (Director, ATI) Recruitment Rules, 2012, the President hereby makes the following rules regulating the method of recruitment to the posts of Assistant Director, Deputy Director and Director in the Administrative Training Institute in the Department of Atomic Energy, namely:- 1. Short title and commencement.–(1) These rules may be called the Department of Atomic Energy (Administrative Training Institute Cadre) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.-These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.-The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment to the said post, age- limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule. 5. Disqualification.-No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule. 6. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) Deputation: From amongst the officers of any Administrative or Accounts Cadres of the Department holding on regular basis the post of- (a) Assistant Personnel Officer or Section Officer or Assistant Accounts Officer in Level 8 (Rs.47600-151100) in the pay matrix; and (b) possessing the following educational qualifications and experience: Essential: (i) Bachelor's degree from a recognized University or equivalent; (ii) Knowledge of establishment, administrative and financial rules and regulations of the Central Government; (iii) Knowledge of computer applications; (iv) Excellent communication skills. Desirable: Teaching experience or organising training programmes. Note 1.-The selection of departmental officers through deputation shall involve evaluation of service record and other parameters of the eligible candidate by the Selection Committee constituted in the Department from time to time. Note 2.-The period of deputation (including the period of deputation) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation of department of the Central Government shall ordinarily not to exceed three years. Note 3.-The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years of age as on the closing date of the receipt of applications. Desirable: (a) Master's degree (10+2+3+2 format) or Bachelor of Law from a recognized University or equivalent; (b) experience in teaching or organising training programmes; (c) having specialised knowledge in the following subjects: (i) Public Administration; (ii) Behavioral Sciences; (iii) Organisational Behavior; (iv) Management Information System; (v) Information Technology; (vi) Decision Making; (vii) Performance Budgeting; (viii) Elementary Statistics. Note 1.-The selection of departmental officers through deputation shall involve evaluation of service record and other parameters of the eligible candidate by the Selection Committee constituted in the Department from time to time. Note 2.-The period of deputation (including the period of deputation) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation of department of the Central Government shall ordinarily not to exceed three years. (11) Promotion: Officers of the Centralised Administrative or Accounts Cadre of the Department holding the post in Level 11 (Rs. 67700-208700) in the pay matrix with five years of regular service in the grade. Note 1.-The crucial date for eligibility shall be 1st January of the Vacancy Year. Note 2.-The inter-se-seniority, while preparing the panel by Departmental Promotion Committee shall be based on the eligibility of feeder cadre officers. Note 3.-The selection shall involve interview of the candidates Note 4.-Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation: (a) (i) From amongst the officers of Administrative or Accounts Cadres of the Department holding posts analogous grade in Level-12 (Rs.78800-209200) in the pay matrix; or (ii) From amongst the officers of Administrative or Accounts Cadres of the Department or Deputy Director, Administrative Training Institute, holding posts in level-11 (Rs. 67700- 208700) in the pay matrix with five years of regular service; or (iii) Group 'A' Officers of any Central Service holding analogous posts in Level-12 (Rs.78800-209200) in the pay matrix on regular basis; or (iv) Group 'A' Officers of any Central Service in level-11 (Rs. 67700-208700) in the pay matrix with five years of regular service; and (b) possessing the following educa- tional qualification and experience:- Essential: i. Master's degree (10+2+3+2 format) or Bachelor of Law from a recognized University or equivalent; and ii. five years' experience in application of rules, regulations or procedure in the area of establishment or financial management practices in the Central Government. If a Departmental Promotion Committee /Confirmation Committee exists, what is its composition. (12) Group 'A' Departmental Promotion Committee (for considering promotion) consisting of:- 1.
