Short title and commencement. - (1) These rules may be called the Department of Atomic Energy, Administration Cadre (Secretariat Posts), Grou p ‘A’ and ‘B’ posts, Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. – These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rule s. 3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age -limit, qualifications, etc. - The method of recruitment, age -limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operati on of this rule. 6. Initial Constitution - The incumbents holding the posts of Section Officer, Under Secretary, Deputy Secretary and Director (Personnel & Administration) shall be deemed to have been appointed in accordance with the provisions of these rul es and their regular and continuous service shall be counted for the purpose of probation, qualifying service for promotion, confirmation and pension. 7. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 8. Saving. - Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, ex -Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this r egard. Promotion through Departmental qualifying examination: (A) Assistant Personnel Officer in level -8 in the pay matrix (Rs. 47600 -151100). (B) Assistant in level -7 in the pay m atrix (Rs. 44900 -142400) with five years of regular service in the grade. (ii). Promotion through Seniority -cum- Fitness: Assistants in level 7 in the pay matrix (Rs.44900 -142400) in Department of Atomic Energy Secretariat with eight years of regular servic e in the grade. Note 1: The crucial date for computing the period of eligibility for promotion shall be 1st January of the vacancy year. Note 2: Selection against departmental qualifying examination shall include written examination followed by interview o f the eligible candidates. Note 3: The inter se seniority , while preparing the panel by Departmental Promotion Committee shall be based on the eligibility of feeder cadre officers. Note 4: Promotee officers shall undergo Training from the Administrative Tr aining Institute, Department of Atomic Energy during the period of probation. Note 5: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their j uniors who have already completed such qualifying or eligibility service. Deputation: (a) From amongst the officers in Department of Atomic Energy holding the post of Assistant Personnel Officer, in level -8 in the pay matrix (Rs.47600 -151100). (b) possess ing the following educational qualifications and experience, namely: - (i) Bachelor’s degree from a recognised university or recognised institute; (ii) with three years service rendered after appointment to the post in the Administration Cadre on a regular basis in level -8 in the pay Group ‘B’ Departmental Promotion Committee (for considering promotion ) consisting of: - (1) Additional Secretary or Joint Secretary in -Charge of the Centralised Cadre in Department of Atomic Energy – Chairperson; (2) Director or Deputy Secretary in-charge of Centralised Cadre in Department of At omic Energy – Member; (3) Director (Personnel and Administration) of Department of Atomic Energy or any constituent Unit of Department of Atomic Energy – Member; (4) Chief Administrative Officer of any constituent Un it of Department of Atomic Energy – Member. . Note 1: The selection of departmental officers on deputation shall involve evaluation of service record and review of past performance of the eligible candidates by a Selection Committee constituted in the Department from time to time. Note 2: The period of deputation including the period of deputation in another ex -cadre post, held immediately preceding this appointment in the same or some other organisation or department of the Central Government sha ll ordinarily not to exceed three years. Note 1: The selection of departmental officers on deputation shall involve evaluation of service record of the eligible candidate by the Selection Committee constituted in the Department from time to time. Note 2: The period of deputation including the perio d of deputation in another ex -cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. Note 1: The selection of departmental officers through deputation shall involve evaluation of service record of the eligible candidate by the Selection Committee constituted in the Department from time to time. Note 2: The period of deputation including the period of deputation in another ex -cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. Note -1: The Departmental Officers in the feeder Group ‘A’ Departmental Promotion Committee (for considering promotion) consisting of: 1. Secretary, Department of Atomic Energy – Chairperson; 2. Director, Bhabha Atomic Research Centre – Member; 3. Additional Secretary or Joint Secretary, Centralised Cadre, Department of Atomic Energy – Member; 4. Joint Secretary, Department of Atomic Energy – Member; 5. A nominee of Secretary from outside the Department - Member. Not applicable. category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consi deration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex -cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years.
