NOTIFICATION
New Delhi, the 7th August, 2026

F. No. PNGRB/Tech/1-T4SCGD/(4)/2023.— In exercise of the powers conferred by Section 61 of the
Petroleum and Natural Gas Regulatory Board Act, 2006 (19 of 2006), the Petroleum and Natural Gas Regulatory
Board, hereby makes the following regulations, to further amend the Petroleum and Natural Gas Regulatory Board
(Codes of Practices for Emergency Response and Disaster Management Plan (ERDMP)) Regulations, 2010,
namely:-
1. SHORT TITLE AND COMMENCEMENT:
1) These regulations may be called "the Petroleum and Natural Gas Regulatory Board (Codes of Practices for
Emergency Response and Disaster Management Plan (ERDMP)) Amendment Regulations, 2026".
2) They shall come into force from the date of their publication in the Official Gazette.
2. In the Petroleum and Natural Gas Regulatory Board (Codes of Practices for Emergency Response and Disaster
Management Plan (ERDMP)) Regulations, 2010, -
1) In Regulation 6, in Sub-Regulation (a), in the words "Level 1", the number "1" shall be replaced with "I”.
2) In Regulation 6, in Sub-Regulation (b), in the words "Level 2", the number "2" shall be replaced with "II".
3) In Regulation 6, in Sub-Regulation (c), in the words “Level 3”, the number “3” shall be replaced with
"III".
4) In Regulation 14.2.2 "Site Incident Controller (SIC)", after the phrase beginning from "The Site Incident
Controller shall be identified by the", the word “Site” shall be replaced with the word “Chief" and in the
sentence "Responsibilities of the Chief Incident Controller shall include but not limited to the following",
the word "Chief" shall be replaced with the word "Site".
5) In Regulation 14.2.5.8 “Communications Services", in Sub-Regulation (2) "Flow of Information", in sub-
clause (a), in phrase "Control Centre shall receive the information form", the word “form” shall be
replaced with the word "from".
6) In Regulation 14.2.5.9 "Siren Codes", following changes shall be made
(i) In Sub-Regulation (2) (c), the words "(waiting siren 2min + gap 1min + siren 2min
+gap 1min +waiting siren 2min)” shall be replaced with "(wailing siren of 2min + gap of 1min + wailing
siren of 2min + gap of Imin +wailing siren of 2min)".
(ii) Sub-Regulation (c), (d) & (e) shall be renumbered as (d), (e) & (f).
7) In Regulation 19 “Medical Facilities", after the words “Details of medical facilities" and before the words
"to be provided in the ERDMP”, the words “(including details of Burn treatment wards with number of
beds)" shall be inserted
8) In Regulation 24 “Action after reporting of incident by the entity", in Sub-Regulation (5), after the words
"the final report to the Board within 30 days of constitution", the new Sub-Regulation numbered as (6)
shall be inserted as mentioned below -
"(6) Entity shall ensure the following in case of each Major incident:
a. Submit explanation for lapses or violations that resulted into or caused the Major incident,
within three months from submission of the Final Incident Investigation Report.
b. Constitute an internal committee to fix responsibility for each major incident and accountability
for lapses or violations, at appropriate levels including senior officials of entity etc., within one
month from submission of the Final Incident Investigation Report. This internal committee
should submit its report to concerned Director of entity, within five months from date of its
constitution.
c. Take appropriate disciplinary or administrative action against the personnel/contractor/agency
found responsible within three months from submission of internal committee report as per
clause (b) above.
d. Disburse compensation in line with statutory norms and company's compensation policy in case
of incidents involving any fatality or permanent disability.

9) In Regulation 24 "Action after reporting of incident by the entity", existing Sub- Regulation (6) shall be
substituted with the following -
"(7) (a)The entity shall ensure compliance of all recommendations of the Incident Investigation
Committee at all its locations within time bound manner and to undertake all necessary measures to
prevent recurrence of incidents.
(b) Nominated Director of the entity shall ensure submission of the Action Taken Report (ATR) on
compliance of recommendations, measures taken to prevent recurrence of incidents, action w.r.t. sub-
regulation (6) above, etc. along with the Final Incident Investigation Report, for deliberation of the Board
of Directors (of the entity) and submit the Minutes of Meeting (MoM)/outcome of the meeting, to the Board
(PNGRB) as per following timelines:

# 25% of the total compensation amount shall be released within one month from the date of the fatality /
permanent disability.

3. The Petroleum and Natural Gas Regulatory Board (Codes of Practices for Emergency Response and Disaster
Management Plan (ERDMP)) Amendment Regulations, 2020, was published in Gazette of India, Part III,
Sec.4, on 17th September 2020, vide F. No. PNGRB/Tech/19- ERDMP/(1)/2020.
4. The Petroleum and Natural Gas Regulatory Board (Codes of Practices for Emergency Response and Disaster
Management Plan (ERDMP)) Amendment Regulations, 2025, was published in Gazette of India, Part III,
Sec.4, on 23rd July 2025, vide PNGRB/ Tech/18- penalty-T4SReg./(9)/2024(E-5488)/1.
