These regulations, made in exercise of powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 (61 of 1951), read with sub-rules (1) and (2) of rule 4 of the Indian Administrative Service (Cadre) Rules, 1954, and in consultation with the Government of Haryana, amend the Indian Administrative Service (Fixation of Cadre Strength) Regulations, 1955. The amendment specifically substitutes the Schedule's entries for "Haryana" with a revised cadre structure, detailing various senior duty posts and reserves. The new total authorized strength for the Haryana IAS Cadre is set at 226, an increase from the previous strength of 215. This includes 123 Senior Duty Posts under the State Government, a Central Deputation Reserve of 49, a State Deputation Reserve of 30, a Training Reserve of 4, and a Leave Reserve and Junior Posts Reserve of 20. Additionally, 68 posts are to be filled by promotion under Rule 8 of the Indian Administrative Service (Recruitment) Rules, 1954, and 158 posts by Direct Recruitment. The principal regulations were originally published vide SRO No. 3350, dated October 22, 1955, and have been previously amended for the Haryana Cadre multiple times, with the earliest cited amendment being G.S.R. 1089 dated October 6, 1973, and the latest G.S.R. 1221(E) dated December 19, 2018.
