Detailed Summary

The Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) issued Notification G.S.R. 605(E) on 4th September, 2025, in New Delhi. Exercising powers conferred by sub-rule (1) of rule 8 of the Indian Administrative Service (Recruitment) Rules, 1954, and after consultation with the State Government concerned and the Union Public Service Commission, the Central Government promulgated the Indian Administrative Service (Appointment by Promotion) Amendment Regulations, 2025. These regulations amend the Schedule to the Indian Administrative Service (Appointment by Promotion) Regulations, 1955, specifically in the Table, against serial number 1, in column (3) under the sub-heading “Other members of the Committee”, by inserting the words “/Joint Secretary” after “Special Secretary/Additional Secretary” in item (d). These amendment regulations shall come into force from the date of their publication in the Official Gazette. The principal regulations were originally published in the Gazette of India vide notification number 14/1/54-AIS(II), dated 6th June, 1955, and were subsequently amended multiple times, including by G.S.R. 196 (E), dated 17th March, 2015, and G.S.R. 180 (E), dated 9th March, 2022.
