Whereas a draft of certain rules to amend sub-rule (1) of rule 15 of the Rights of Persons with Disabilities Rules, 2017 were published, as required by sub-section (1) of section 100 of the Rights of Persons with Disabilities Act, 2016 (49 of 2016), vide notification of the Government of India the Ministry of Social Justice and Empowerment, Department of Empowerment of Persons with Disabilities number G.S.R. 688 (E), dated the 21 st September 2023 published in the Gazette of India, Extraordinary, Part-II, section 3, sub-section (i) inviting objections and suggestions from all persons likely to be affected thereby, before the expiry of thirty days from the date on which the copies of the Official Gazette in which this notification is published are made available to the public; And whereas, copies of the said notification were made available to the public on the 28th September, 2023; And whereas, the objections and suggestions received from the public in respect of the said notification have been considered by the Central Government; Now, therefore, in exercise of the powers conferred by sub-sections (1) and (2) of section 100 of the Rights of Persons with Disabilities Act, 2016 (49 of 2016), the Central Government hereby makes the following rules further to amend the Rights of Persons with Disabilities Rules, 2017, namely:- (1) These rules may be called the Rights of Persons with Disabilities (Amendment) Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Rights of Persons with Disabilities Rules, 2017, in rule 15, in sub-rule (1), after clause (h), the following clause shall be inserted, namely:- "(i) guidelines on accessible and inclusive piped water supply for persons with disabilities and for other population groups with access challenges, as specified in the notification of the Department of Drinking Water and Sanitation, Government of India vide notification number CDN-11017/58/2021-Coordination-DDWS, dated the 2nd August, 2023." "(j) accessibility standards for community toilets in Rural areas, as specified in the notification of the Department of Drinking Water and Sanitation, Government of India vide notification number S-18012/5/2021-SBM-DDWS dated the 4th August, 2023."
