NOTIFICATION
New Delhi, the 24th March, 2026
F. No. DP-16/1/2024-DP.—The Hon'ble Supreme Court, vide its judgement dated 17.10.2025 in Writ
Petition (Civil) No. 1405/2023 (Jane Kaushik & Ors. Vs. Union of India), directed the Central Government to
constitute an Advisory Committee to be chaired by Hon'ble Ms. Justice Asha Menon, former Judge of the Delhi High
Court, to conduct an incisive study and recommend a viable equal opportunity policy and other measures for
transgender persons.
2. Pursuant to the aforesaid directions, the Central Government notified the composition, mandate, tenure, etc., of
the Advisory Committee in the Gazette of India (Extraordinary) dated 23.12.2025.
3. Now, in pursuance of the Hon'ble Supreme Court's order dated 06.02.2026 in Miscellaneous Application
No.196 of 2026 in Writ Petition (Civil) No.1405 of 2023, the Central Government has decided to include Ms. Aparna
Mehrotra, Senior Associate, Centre for Law and Policy Research, Bengaluru, as a Member of the Advisory
Committee. A copy of the revised composition of the Committee is enclosed.

Subject: Hon'ble Supreme Court Order dated 17.10.2025 under Article 142 in the matter of Jane Kaushik Vs.
Union of India and Others [W.P. (C) No. 1405 of 2023] – Inclusion of an additional Member in the Advisory
Committee - reg.
F. No. DP-16/1/2024-DP.—The Hon'ble Supreme Court, vide its judgement dated 17.10.2025 in Writ Petition
(Civil) No. 1405/2023 (Jane Kaushik & Ors. Vs. Union of India), directed the Central Government to constitute an
Advisory Committee under the chairpersonship of Hon'ble Ms. Justice Asha Menon, former Judge of the Delhi High
Court, to conduct an incisive study and recommend a viable equal opportunity policy and other measures for
transgender persons.
2. Pursuant to the said directions, the Central Government notified the composition, mandate, tenure, etc. of the
Advisory Committee in the Gazette of India (Extraordinary) dated 23.12.2025.
3. Now, in pursuance of the Hon'ble Supreme Court's order dated 06.02.2026 in Miscellaneous Application No.
196 of 2026 in W.P. (C) No. 1405 of 2023, the Central Government has decided to include Ms. Aparna Mehrotra,
Senior Associate, Centre for Law and Policy Research, Bengaluru, as a Member of the Advisory Committee.
Accordingly, the revised composition of the Advisory Committee shall be as under:
