The Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) issued Notification G.S.R. 249(E) on April 2, 2026, exercising powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 (61 of 1951), read with sub-rules (1) and (2) of rule 4 of the Indian Administrative Service (Cadre) Rules, 1954. In consultation with the Government of Himachal Pradesh, the Central Government promulgated the Indian Administrative Service (Fixation of Cadre Strength) Fifth Amendment Regulations, 2026, which come into force upon publication in the Official Gazette. These regulations amend the Indian Administrative Service (Fixation of Cadre Strength) Regulations, 1955, by replacing the existing "Himachal Pradesh" heading and its associated entries in the Schedule with a revised table detailing the cadre strength. The revised strength for Himachal Pradesh includes 84 Senior Duty Posts under the State Government, a Central Deputation Reserve of 33, a State Deputation Reserve of 21, a Training Reserve of 2, and a Leave Reserve and Junior Posts Reserve of 13. Additionally, 46 posts are to be filled by promotion under Rule 8 of the Indian Administrative Service (Recruitment) Rules, 1954, and 107 posts by direct recruitment, resulting in a Total Authorised Strength of 153, which remains unchanged from the previous cadre strength. The principal Regulations were originally published vide SRO No. 3350, dated 22.10.1955, with subsequent amendments for Himachal Pradesh up to G.S.R. 765(E) dated 09.10.2019.
