Beneficiaries must be studying in a Govt./MCD/NDMC or Govt. recognised school in Delhi, or pursuing professional diploma/graduation courses in recognised institutions anywhere in India. Registration is permitted within one year after birth or upon admission to specific classes (I, VI, IX, XI, XII) or courses (Polytechnic/ITI, Professional Diploma, Graduation). Beneficiaries must remain unmarried until 18 years of age and fulfill immunization requirements (applicable for new beneficiaries w.e.f. April 1, 2026). Exemptions for family residence, income, and birthplace apply to girl children residing in Government run and Licensed Child Care Institutions in Delhi. Financial assistance is provided in phased installments, ranging from Rs. 11,000/- at birth to Rs. 25,000/- for a 4-year graduation course, redeemable upon attaining 18/21 years of age and completing specified educational milestones. The District Women & Child Development Officer is the Competent Authority for initial sanction, verification, and subsequent milestones, and for verifying marital and immunization status. The Director, Department of Women & Child Development, serves as the Appellate Authority for grievances. Disqualification occurs if a beneficiary marries before 18 or fails to complete necessary immunization or renewals, with accumulated funds being credited back to the Government. No. 8(1)/FAS/GCPR/DSW/06-07/2056-70 dated: February 01, 2008, the Lt. Governor of National Capital Territory of Delhi is pleased to make the following rules for "Delhi Lakhpati Bitiya Scheme”. 1. Short Title and Commencement: a. These rules may be called "Delhi Lakhpati Bitiya Scheme Rules". b. These rules shall come into force from April 1, 2026. с. Other deposits linked with education of girl children shall be implemented from the Academic session 2026-27. 2. Aims and Objectives: 1. Enhance the social status of the girl child in society as well as within the family. 2. Ensure proper education and empowerment of the girl child. 3. Encourage continuation of education among girl children. 4. Ensure long-term financial security to girl children. 5. Protect the girl child from discrimination and deprivation. 3. Eligibility conditions: 1. A Girl should be born in Delhi; 2. The girl child must have been born in Delhi as shown by the Birth Certificate issued by Registrar (Births & Deaths); 3. The applicant must be bonafide resident of the National Capital Territory of Delhi for at least three years preceding the date of application; 4. Annual family income should not exceed Rs. 1, 20,000/-; 5. Benefit of scheme is limited to two girls in a family; 6. The girls who are currently studying in a Govt./MCD/NDMC or Govt. recognised school in Delhi, shall be eligible to apply under the scheme 7. The girl child can be registered under the scheme, within 1 year after birth and when admitted in class I, VI, IX, XI, XI or admission in Polytechnic/ ITI courses (anywhere in India) after passing class X, admitted in class XII and admission in Graduation/Diploma course; 8. The girl child pursuing any professional diploma in any Government recognised, or affiliated university/college/institutions or any other government body (State/Central), anywhere in India, shall be eligible to apply under the scheme; 9. The girl child pursuing graduation in any university/college/institutions affiliated/recognised by UGC/ any other Government body, anywhere in India, shall be eligible to apply under the scheme; 10. The girl child should not be married until she attains the age of eighteen (18) years; 11. The beneficiary is eligible to apply any milestone under the scheme subject to fulfilment of immunization required as per age / prescribed as per the Government Norms. (This will apply for all new beneficiaries applying under the scheme w.e.f. 01.04.2026); 12. The existing beneficiaries of Delhi Ladli Scheme will be eligible for further applicable milestone for higher education under the new scheme subject to condition that they remain unmarried till 18 year's of age; 13. For girl child residing in any Government run and Licensed Child Care Institutions (CCIs) located in Delhi, where guardian is the State: 1. The Incharge of the institution will be the guardian of the girl child. 2. The conditions of the family residing in Delhi for three years and family income limit shall be exempted in such cases. 3. The birth place of the girl child shall also be exempted. 4. The Aadhar card of girl child and Aadhar card of the Incharge (at the time of registration) of the CCI being guardian shall be considered under required documents. 5. This is applicable to only long term cases (residents) who are school going. 4. Competent Authority: 1. The District Women & Child Development Officer (District W & CD Officer) of the concerned District shall be the Competent Authority for initial sanction and verification of applications. The Competent Authority may verify the contents of the application through personal interaction or spot verification, as deemed necessary. 2. The District WCD Officer shall also be the sanctioning authority for subsequent milestones (Class I, VI, IX, XI or admission in Polytechnic/ ITI courses after passing class X, admitted in class XII & admission in Professional Diploma/Graduation etc.). 3. The Competent Authority shall verify the marital status of the girl child at every renewal stage until she attains 18 year's of age. If married before 18 years, eligibility shall stand discontinued. 4. The Competent Authority shall verify the immunisation status of girl child as per the Government Norms at all stages. 5. Characteristics of Financial Assistance: 1. Government shall provide financial assistance in phased installments, which are as under: i. Payment of Rs. 11,000/- on the birth of girl child with milestone 'B' to be redeemed when she attains 18/21 year's of age. ii. Payment of Rs. 5,000/- on admission in 1st standard with milestone 'O' to be redeemed when she attains 18/21 year's of age. iii. Payment of Rs. 5,000/- on admission in 6th standard with milestone ‘S' to be redeemed when she attains 18/21 years of age. iv. Payment of Rs. 5,000/- on admission in 9th standard with milestone ‘N’ to be redeemed when she attains 18/21 year's of age. v. Payment of Rs. 5,000/- on admission in 11th standard or admission in Polytechnic/ ITI courses after passing class 10th with milestone ‘t' to be redeemed after she attains 18/21 year's of age. vi. Payment of Rs. 5,000/- on admission in 12th standard with milestone ‘T’ to be redeemed when she attains 18/21 year's of age. vii. Payment of Rs. 10,000/- on admission in any professional diploma of 1 year duration with milestone 'D' to be redeemed after she attains 21 years of age and complete the course. viii. Payment of Rs. 20,000/- (Rs. 10,000 in 1st year, Rs. 10,000 in 2nd year) on admission in any professional diploma of 2 years' duration with milestone ‘d1' & milestone "d2" respectively to be redeemed after she attains 21 years of age and complete the course. ix. Payment of Rs. 20,000/- (Rs. 5,000 in 1st year, Rs. 5,000 in 2nd year & Rs. 10,000 in 3rd year) on admission in any professional diploma of 3 years with milestone ‘D1', 'D2' & 'D3' respectively to be redeemed after she attains 21 years of age and complete the course. or x. Payment of Rs. 20,000/- (Rs. 5,000 in 1st year, Rs. 5,000 in 2nd year, and Rs. 10,000 in 3rd year) on admission in Graduation of 3 year duration with milestones ‘G1' & 'G2'& ‘'G3' respectively to be redeemed after she attains 21 year's of age and completes the course xi. Payment of Rs. 25,000/- (Rs. 5,000 in 1st year, Rs. 5,000 in 2nd year, Rs. 5,000 in 3rd year and Rs. 10,000 in 4th year) on admission in Graduation of 4 year duration with milestones ‘H1' & ‘H2', 'H3' & 'H4' respectively to be redeemed after she attains 21 year's of age and completes the course. 2. The Financial Assistance shall be made in the name of the girl child and shall be encashable only after she has passed class XII as a regular student or through the National Institute of open schooling or completed Polytechnic/ ITI courses and has attains 18 year's of age, or passed graduation/diploma, as applicable and attains the 21 year's of age. 3. The onus of applying for renewal at subsequent milestones shall lie with the parents/guardians of the girl child and shall be made only when the parents/guardians produce the bonafide certificate/ admission certificate from a Govt./MCD/NDMC or Govt. recognised school/ Government recognised & affiliated university/college/institutions affiliated/recognised by UGC/ or any other government body. 4. In case of death of the beneficiary, the accumulative fund value, including proportionate basic interest rate declared for that year up to the date of death, shall be returned to the Government. 5. No loan or other credit facility shall be admissible against the financial assistance. 6. The financial assistance shall be non-transferable/ non- refundable and ineligible for pre-mature encashment. 7. In the event of unforeseen circumstances like accident/severe illness where the student is unable to attend the school, the amount could be dispersed to the girl, subject to due process of verification by a Competent Medical Authority. 6. Application for Financial Assistance: 1. An application for the Financial Assistance under these rules shall be submitted to Competent Authority through online mode through a dedicated portal. 2. The parents/guardian shall submit the application of the girl child within one year from the date of birth of the child or 90 days from the date of admission, as applicable. However, District W & CD Officer shall be the competent Authority to relax the above time limit depending on the merits of the individual cases. 3. The following documents shall be attached with the application: a. A copy of ration card or voter identity card or any other document as a proof of residence, which clearly shows at least 3 years of residence in Delhi; b. The Birth Certificate of the girl child issued by Registrar (Births & Deaths) of National Capital Territory of Delhi; c. A Joint photograph of the parents and the girl child should be uploaded on the application; d. A self- declaration by the parents regarding family Annual Income and marital status of the girl, shall be uploaded; e. Admission Certificate/Bonafide certificate from a Govt./MCD/NDMC or Govt. recognised school/ Government recognised & affiliated university/college/institutions affiliated/recognised by UGC/ or any other government body any other Government body. f. If the girl child is studying in any Private School in Delhi falls under the eligibility Criteria of the scheme, a certificate from the Principal of the School, duly counter signed/attested by the District Education Officer of concerned area shall be mandatory. g. An immunization certificate, in accordance with the Government Norms, shall be uploaded. 7. Procedure for release of Financial Assistance for prescribed milestones: 1. The Approved application will be downloaded by the Authorised Banking Partner & raise the interim to obtain the required fund from the Department to invest in the designated instrument. 2. The acknowledgement receipt against the Financial Assistance includes all the details of fund value and updated milestones, shall be available in the beneficiary's Login ID for downloading. 3. The authorised Banking Partner shall ensure the smooth mechanism for issuance of Financial Assistance acknowledgment receipt. 4. On the Maturity of the financial assistance, that is, i) on attaining the age of 18 years and having attended school upto class XII as a regular student or through the National Institute of open schooling, or ii) has attains 21 years and passed graduation, the accumulated amount will be paid to the girl child in her Aadhar linked Bank Account. 5. If a beneficiary enters into a marriage prior to attaining the age of eighteen (18) years, she shall be summarily disqualified from any further renewal of milestone and also receiving the maturity amount under this scheme. In such case, the maturity amount shall be credited back to the Government. 6. The disbursement of benefits is subject to the condition precedent that the girl child has completed the necessary immunization as prescribed by the Government. Failure to produce a certified immunization record from a competent health authority shall result in the disqualification of the application. In such case, the maturity amount shall be credited back to the Government. 7. All Maturity Benefits due in a particular year shall be disbursed once in a year at one go by the Department. 8. The Competent Authority shall reconcile the expenditure with the concerned authorised banks after every six months. 9. If a beneficiary has not renewed any subsequent milestone after her initial enrolment till she attains 21/25 years of age, then she will no longer be eligible to receive any further benefits under the scheme. Accordingly, the total amount that had been deposited in her name under the scheme, along with the accumulated interest, will be taken back and credited to the Government and no further claim or representation for benefits under the scheme will be entertained. 8. Tenure & renewal of Financial Assistance: 1. The Directorate of Education will make sure that all the girls who are admitted in Class I, VI, IX, XI, XII in schools run by Dept. Education/MCD/NDMC schools and recognised schools in Delhi, shall apply and initiate required renewals as applicable under the said scheme. 2. Any Institution affiliated/recognised by any Government body, anywhere in India, providing Polytechnic/ ITI Courses, will make sure that all the girls who are admitted in Polytechnic/ITI after passing class X, shall apply and initiate required renewals as applicable under the said scheme. 3. Any University/College affiliated/recognised by UGC or any other Government body, will make sure that all the girls who are admitted in Graduation, shall apply and initiate required renewals as applicable under the said scheme. 4. The renewal of financial assistance shall be made at every subsequent stage of deposit/ milestones, as applicable. 5. If a beneficiary fail to claim benefit at any subsequent milestone after her initial enrolment, she may avail the same at the time of renewal of any other upcoming milestone. 6. The beneficiary is eligible to renew any milestone under the scheme subject to fulfilment of immunization required as per age / prescribed as per the Government Norms. (This will apply for all new beneficiaries applying under the scheme w.e.f. 01.04.2026). Each school shall ensure the initiation and completion of immunization of the girl child in accordance with the prescribed Govt. rules. 7. At the time of renewal, a bonafide certificate certifying that the beneficiary is alive and pursuing her studies, as applicable, shall be obtained from the concerned School/College/Institution, duly attested by the Principal/Head of the School/College/Institution in accordance with the prescribed rules. 8. The onus of producing such certificate will be on the parents/guardian/school/college/Institution of the girl child. 9. The Competent Authority will issue sanction order on the approved renewal applications and submit to the authorised Bank. 9. Change of Address: The applicant shall intimate any change of residence/school address along with proof to the Competent Authority within one month of such change. 10. Other Stipulations: If a girl child could not have registered within one year of her birth, she may apply at the later stage, within the prescribed time, provided she meets the eligibility criteria, she shall be entitled only to release of those payments which are due from the stage she joins the scheme. 11. Appellate Authority: In case of Grievances, the applicant may appeal to the Director, Department of Women & Child Development for redressal of her grievance in this regard and the decision of the Director is final.
