No. 316 GOVERNMENT OF INDIA SG-DL-E-30112023-250326 2 DELHI GAZETTE : EXTRAORDINARY PART III] (1) (2) (3) (4) (5) (6) (7) (8) (9) (10) (11) NEW DELHI MUNICIPAL COUNCIL NOTIFICATION Delhi, the 24th November, 2023 No. F. 75666 (E).—In exercise of the powers conferred by clause (c) of sub -section (1) of section 43 of the New Delhi Municipal Council Act, 1994 (4 4 of 1994) and after consultation with the Union Public Service Commission as required under sub -section (2) of section 43 of the said act and with the approval of the Central Government in terms of sub -section (2) of section 387 of the said Act, and in su persession of Notification No.F - 4(22)/2001/UD/11452 published in the Delhi Gazette, Extraordinary, Part -III,dated the 6th August, 2002, in so far as it relates to the post of Principal mentioned in Schedule -IV, except as respects things done or omitted to be done before such supersession, the New Delhi Municipal Council hereby makes the following regulations regulating the method of recruitment to the post of Principal, EducationDepartment in the New Delhi Municipal Council, namely : — 1. Short title and co mmencement. - (1) These regulations may be called the New Delhi Municipal Council, Principal, Education Department (Group ‘A’ post) Recruitment Regulations, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2.Number of posts, classification and level in the pay matrix. - The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns number (2) to (4) of the Schedule annexed to this regulation. 3. Method of recruitment, agelimit and other qualifications, etc. - The method of recruitment, agelimit, qualifications and other matters relating to the said post, shall be as specified in columns number (5) to (13) of the said Schedule. 4.Disqualification. -No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,shall be eligible for (12) (13) 4 DELHI GAZETTE : EXTRAORDINARY PART III] Provided that the New Delhi Municipal Council may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this re gulation. 5. Power to relax. -Whether New Delhi Municipal Council is of the opinion that it is necessary or expedient so to do, it may, by order, for reason to be recorded in writing and in consultation with the Union Public Service Commission and with the approval of the Central Government, relax any of the provision of these regulations with respect to any class or category of persons. 6.Saving. - Nothing in these regulations shall affect reservations, relaxation of agelimit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, theOther Backward Classes,the Economically Weaker Section,the Ex -servicemen and other special categories of persons, in accordance with the orders issued by the Central Government, from time to time in this regard. By Promotion: Vice P rincipal or Deputy Education Officer in Level 10 (Rs. 56100 - 177500)in thepay Matrix with ten years of regular service in the grade failing which; Vice Principal or Deputy Education Officer in Level -10 (Rs. 56100 -177500)in thepay matrix with twelve years of combined regular service as Vice Principal or Deputy Education Officer and Post Graduate Teacher out of which at least five years should be as Vice Principal or Deputy Education Officer. Note: Where juniors who have completed their qualifying or eligibil ity service are being considered for promotion their seniors would also be considered provided, they are not short of the requisite qualifying or eligibility service by more than half of such qualifying service or two years whichever is less and have succe ssfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
