The Schedule specifies 20 posts (2023, subject to variation depending on workload; remark: English-12, Hindi-8), classified as General Central Service, Non-Ministerial, Non-Gazetted, Group B, with Pay Level-6 (Rs. 35,400-112,400) in the Pay Matrix; the age limit for direct recruits is 21 to 30 years, relaxable up to five years for government servants; essential qualifications include a Bachelor's degree or three-year diploma in Office Management/Secretarial/Commercial Practice with relevant experience, or a National Trade Certificate/National Apprenticeship Certificate in the trade with three years' experience; skill test norms require dictation of 100 words per minute for 10 minutes and transcription within 40 minutes (English) or 55 minutes (Hindi); the probation period is two years. No. 1/ITI(2)/RR/2019/2319. —In exercise of powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home affairs notification Number GSR 840 dated the 13th July 1959, and in supersession of the recruitment rules for the post of Craft Instructor (Stenography) notified vide notification No. F.21/58/90 -Trg./Admn./23175 dated 07.11.1990 and also in supersession of Notification of this Governme nt, No. F.21/58/90 -Trg./Admn. Dated 03.03.1994 except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, with the prior concurrence of the Union Public Service Commission, is ple ased to frame the following Recruitment Rules, regarding the method of recruitment to the post of Craft Instructor [Stenographer and Secretarial Assistant (English/Hindi)] in the Training Wing under the Directorate of Training and Technical Education, Gove rnment of National Capital Territory of Delhi, namely: 1. Short title and commencement: - (i) These rules may be called the Craft Instructor [Stenographer and Secretarial Assistant (English/Hindi)] Recruitment Rules, 2023 (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and Level in the Pay Matrix: - The number of posts, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in column (2) to (4 ) of the Schedule attached thereto. 3. Method of Recruitment, Age limit and other qualification: - The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of th e said Schedule. 4. Disqualifications: No person, (a) Who has entered or contracted marriage with the person having a spouse living, or (b) Who having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appoi ntment to any of the said posts: Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules. 6 DELHI GAZETTE : EXTRAORDINARY PART IV] 5. Power to relax: - Whether the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provision of these rules with respect to any class or category of person. 6. Saving: - Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled c astes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard. Essential Qualification : (i) Bachelors Degree in Office Management and Secretarial Practice or in Secretarial Practice or Commercial Practice from a recognized University or Institute with one year experience in the field of Stenography/Secretarial Assistance after acquiring the requisite qualification; OR Three years Diploma in Office Management or Secretarial Practice or Commercial Practice from a recognized University or Institute with two years experience in the field of Stenography/Secretarial Assistance after acquiring the requisite qualification; OR National Trade Certificate (NTC) or National Apprenticeship Certificate (NAC) in Stenographer and Secretarial Assistant (English/ Hindi) [previously known as Stenography (English) /Stenography (Hindi)] trade from a recognized In stitution with Three years experience in the field Stenography/Secretarial Assistance after acquiring the requisite qualification. Age: NA Edu. Qual: NA 2 years Note: Successful completion of induction training of two weeks is a must for clearance of probation. Direct Recruitment Note : Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances for a duration of one year or more may be filled on deputation basis from officers of Central Government / State Government / Union Territories: A. Holding ana logous post on regular basis in the Parent Cadre / Department; And B. Possessing educational qualifications and experience prescribed for Direct Recruits under Column (7). (Period of deputation including period of deputation in another ex -cadre post held immediately preceding this (ii) Skill Test Norms: Dictation: 10 minutes at the rate of 100 words per minute in English or Hindi. Transcription on compu ter: 40 minutes (for English) and 55 minutes (for Hindi) (iii) National Craft Instructor Certificate (NCIC) in Office Management trade [for Stenographer and Secretarial Assistant (English)] and relevant NCIC for the trade of Stenographer and Secretarial As sistant (Hindi) under DGT. Note 1: 50 percent of the total posts [Craft Instructor -Stenographer and Secretarial Assistant (English/Hindi)] will be filled up by the persons holding the professional qualification as National Trade Certificate (NTC) or Nation al Apprenticeship Certificate (NAC) and 50 percent with the persons holding the professional qualification as Degree /Diploma in appropriate branch (as mentioned in EQs). However, NCIC is must for all the candidates in such trades where the courses under Craft Instructors Training Scheme (CITS) for NCIC are available.
