NOTIFICATION
Delhi, the 28th August, 2025
No. 59/Rules/DHC.βIn exercise of the powers conferred by Section 7 of the Delhi High Court
Act, 1966 (Act 26 of 1966) and all other powers enabling it in this behalf, the High Court of Delhi, hereby
makes the following amendment in Rule 2 of Part C of Chapter 3 of the High Court Rules & Orders,
Volume V:-
The following shall be substituted for the existing Rule 2 of Part C of Chapter 3 of Volume V
of the High Court Rules & Orders:-
2. Power delegated to the Registrar General/ Registrar/ Joint Registrar (Judicial) in Criminal
cases-
(1) In view of the provisions of the Bharatiya Nagarik Suraksha Sanhita, 2023 (earlier Code of
Criminal Procedure, 1973), the Registrar General is delegated with the power to sign complaints
under clause (a) of Sub-section (3) of Section 379 of the Bharatiya Nagarik Suraksha Sanhita, 2023
[clause (a) of Sub-section (3) of Section 340 of the Code of Criminal Procedure, 1973].

(2) The Hon'ble Court(s), at its discretion, may order listing of non-contentious compromise based
petitions involving quashing of FIRs before the Joint Registrar (Judicial) for Criminal jurisdiction
for recording of statement and/or for any other purpose and after recording of statement and/or
complying with the other directions of the Hon'ble Court, if any, the Joint Registrar (Judicial) shall

fix the next date of hearing, which is not more than two days, before the Hon'ble Court for final
disposal.
(3) The matters where the convict has failed to surrender after the expiry of furlough/ parole period
would be placed before the Joint Registrar (Judicial) on Criminal Side who shall take necessary
steps to ensure the arrest of the convict if he/ she fails to surrender on expiry of the furlough/ parole
period.
(4) To hear and dispose of applications for condonation of delay upto a period of 60 days in filing
Criminal Appeals (CRL.A.).
(5) Any other matter as may be directed by the order of the Chief Justice, including in respect of
Criminal Appeals (CRL.A.),Criminal Revision Petitions (CRL REV.P.), Writ Petition (Criminal)
(W.P.(CRL), Criminal Leave Petitions (CRL.L.P.), Criminal Miscellaneous Cases (CRL.M.C.),
Transfer Petitions Criminal (TR.P.C.(CRL)), Criminal Contempt Petitions (DB and SB), Criminal
Contempt Reference (DB) and Miscellaneous Appeals (PMLA).
NOTE: THIS AMENDMENT SHALL COME INTO FORCE FROM THE DATE OF ITS
PUBLICATION IN THE GAZETTE.
