The Government of the National Capital Territory of Delhi, through a notification dated 22nd June, 2026 (F. No. F.1 (946)/HR-PARA/H&FW/2022/2160), has promulgated the Dental Hygienist Recruitment Rules, 2025. These rules are made in exercise of powers conferred by the proviso to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs notification number G.S.R. 840 dated 13th July, 1959, and supersede the previous Recruitment Rules for the post of Dental Hygienist notified vide Notification No. F.2/15/66-Services(C) dated 03/08/1967. The new rules, which come into force upon publication in the Delhi Gazette, specify the number of posts (35*, subject to variation), classification (General Central Service Non-Ministerial Non-Gazetted Group, B), and Pay Level (6) for Dental Hygienists. Recruitment will be 100% by direct recruitment, with an age limit not exceeding 30 years (relaxable for government servants up to 5 years). Essential qualifications include 10 PLUS 2 or Intermediate with Biology, a two-year Diploma in Dental Hygiene from a recognized institution, and registration as a Dental Hygienist with the Dental Council of India, along with two years of practical experience in a recognized Hospital. A probation period of 2 years with mandatory induction training is prescribed. Disqualifications include marriage with a person having a living spouse, though the Government may grant exemptions. The rules also include provisions for relaxation by the Government in consultation with the Union Public Service Commission and savings clauses for reservations and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Ex-Servicemen. A Departmental Confirmation Committee, comprising the Addl. Chief Secretary/Pr. Secretary (Home) as Chairman and Pr. Secretary/Secretary, H&FW, and Special/Addl. Secretary (UD) as members, is established, and consultation with UPSC is not necessary for recruitment. Vacancies of one year or more duration may be filled on deputation from Central Government officers meeting specific criteria.

Number of posts, classification and level in the pay matrix :- The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns 1 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, other qualification etc.:- The method of recruitment, age-limit, qualification and other matters relating to the said post shall be as specified in columns No. 5 to 13 of the said Schedule. 4. Disqualifications: - No person, - (a) Who has entered into or contracted marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax: - Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reason to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with orders issued by the Government of India from time to time, in this regard.
