Core Purpose

The Societies Registration (Delhi Amendment) Bill, 2026, proposes to amend the Societies Registration Act, 1860, as applicable in Delhi, by inserting Section 12D to empower the Registrar to cancel society registrations under specified circumstances.

Detailed Summary

The Societies Registration (Delhi Amendment) Bill, 2026 (Bill No. 05 of 2026), was introduced in the Legislative Assembly of the National Capital Territory of Delhi on March 25, 2026. This Bill aims to amend the Societies Registration Act, 1860 (Act XXI of 1860), in its application to Delhi, specifically by inserting a new Section 12D after Section 12C. The proposed Section 12D grants the Registrar the power to cancel the registration of any society by written order if its registration or name is contrary to law, its activities are subversive of its objects or opposed to public policy, or if registration or renewal was obtained by misrepresentation or fraud. A proviso ensures that societies are given a reasonable opportunity to alter their name or object or show cause before cancellation. An appeal against a cancellation order can be preferred to the Commissioner of the Division, within whose jurisdiction the society's Headquarter lies, within one month from the date of communication of the order, and the Commissioner's decision shall be final. The amendment addresses the current absence of provisions for registration cancellation in the 1860 Act in Delhi and does not involve any budgetary expenditure. The Bill is associated with Rekha Gupta, Minister (Revenue Department), and Ranjeet Singh, Secretary.
