The Directorate of Education, Government of the National Capital Territory of Delhi, issued Notification No. F.NO.DE.2(8)(14)/E-II/RR/2016/547 on 12th May, 2026, establishing the Recruitment Rules for the post of Post Graduate Teacher (Fine Arts) in the Directorate of Education, Government of NCT of Delhi, 2026. These rules, made in exercise of powers conferred by the proviso to Article 309 of the Constitution read with the Government of India, Ministry of Home Affair's Notification No. S.O. 3532 dated 24th September, 1968, supersede previous recruitment rules for the same post, including those notified vide F2(41)/72-S.II, Dated 27/02/73, and subsequent amendments dated 28/06/1973, 02/02/1985, and 26/02/1996. The Lieutenant Governor of NCT of Delhi made these rules after prior consultation with the Union Public Service Commission, and they come into force upon publication in the Delhi Gazette. The rules specify 217 posts for Post Graduate Teacher (Fine Arts), classified as General Central Service, Group 'B', Non-Gazetted, Non-Ministerial, with a Pay Matrix Level-08 (₹47,600 – ₹1,51,100). Direct recruits must not exceed 30 years of age (relaxable for Government servants up to 5 years) and possess a Master in Fine Arts (Painting/Sculpture/Graphics/Commercial Arts) from a recognized University, with a two-year probation period. Recruitment is 25% by Direct Recruitment and 75% by Promotion (failing which by Direct Recruitment). Promotion is from Drawing Teacher (excluding Geometrical and mechanical Drawing) in Pay Matrix Level-7 (₹44,900 – ₹1,42,400) with two years' regular service and requisite qualifications. A Departmental Promotion Committee (DPC) exists, comprising the Principal Secretary/Secretary (Education) as Chairperson, and the Principal Secretary/Secretary (Labour) and Special/Additional Secretary (TTE) as Members. The rules also include disqualifications related to marriage and a saving clause for reservations and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen, and Persons with Benchmark Disabilities. UPSC consultation is not applicable for recruitment under these rules.

Dated 26/02/1996, except as respects things done or omitted to be done before such supersession, the Lieutenant Governor of the National Capital Territory of Delhi after prior consultation with the Union Public Service Commission, is pleased to make the following rules regulating the method of recruitment to the post of Post Graduate Teacher (Fine Arts) in the Directorate of Education, Government of NCT of Delhi, namely:— 1. Short Title and Commencement (i) These rules may be called the Recruitment Rules for the post of Post Graduate Teacher (Fine Arts) in the Directorate of Education, Government of National Capital Territory of Delhi, 2026. (ii) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of Posts, Classification and Pay Level The number of the said posts, their classification, and the pay level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed hereto. 3. Method of Recruitment, Age Limit, and Qualifications The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in Columns (5) to (13) of the said Schedule. 4. Disqualifications - No person— (a) who has entered into or contracted a marriage with a person having a spouse | living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage, and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to Relax Where the Government of the National Capital Territory of Delhi is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving Nothing in these rules shall affect reservations, relaxations of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen, Persons with Benchmark Disabilities, and other special categories of persons in accordance with the orders issued by the Government of India / Government of NCT of Delhi from time to time in this regard.
