Governor of the National Capital Territory of Delhi, hereby makes following rules regulating the method of recruitment for the post of Assistant Coach` in the Directorate of Education, Government of National Capital Territory of Delhi, namely :- 1. Short title and commencement – (1) These rules may be called the Directorate of Education, Assistant Coach (Group “B” Non Gazetted Post) Recruitment Rules -2023. (2) They shall come into force with effect from the date of their publication in the Delhi Gazette. 2. Number of post, its classification and pay matrix - The number of said post, its classification and the pay matrix attached thereto shall be as specified in column -(2)- to -(4)-of the Schedule annexed to these rules. 3. Method of Recruitment, age limit, qualification etc., - The method of recruitment to the said posts, age limit, qualifications and other matters relating to therewith, shall be as specified in the columns-(5)- to -(13)- of the said Schedule. 4. Disqualifications- No Person:- (a) Who has entered into or contracted a marriage with a person having a spouse living ; or (b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for the appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to Relax:- Where the Government is of opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, may relax any of the provisions of these rules with respect to any class or category of person. 6. Saving:- Nothing in these rules shall effect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. LEVEL IN THE PAY MATRIX. WHETHER SELECTION BY MERIT OR SELECTION CUM SENIORITY OR NON SELECTION POST. AGE LIMIT FOR DIRECT RECRUITS. (4) (5) (6) LEVEL 6 (Rs. 35400-Rs. 112400) in the Pay Matrix. Not Applicable Not exceeding 30 years (relaxable for govt. servants upto 5 yea rs in accordance with instructions or orders issued by Central Government. Note:- The crucial date for determining the age- limit shall be as advertised by the DSSSB. 6(a) Crucial description : NA 6(b) Relaxation description : NA EDUCATIONAL AND OTHER, QUALIFICATION REQUIRED FOR DIRECT RECRUITS. WHETHER AGE AND EDUCATIONAL QUALIFICATION PRESCRIBED FOR THE DIRECT RECRUIT WILL APPLY IN THE CASE OF PROMOTEES. PERIOD OF PROBATION (IF ANY). (7) (8) (9) (i) Graduate in any discipline from a recognized University/Institute. (ii) Diploma in Sports Coaching (Minimum one year) from Sports Authority of India/Netaji Subhash National Institute of Sports/any other recognized University/Institute OR (i) Must have passed Senior Secondary level from a recognized Board. AGE : Not Applicable Educational Qualification : N.A. 2 (Two) Years. Note: Direct recruits would be required to successfully complete a mandatory induction training of at least two weeks duration, as prescribed by the Competent Authority, for completion of probation. (ii) Participation in Olympic/Asian/ Commonwealth/Senior World Championship Games under the aegis/organized by a recognized Federation. (iii) Certificate course in coaching from Sports Authority of India/Netaji Subhash National Institute of Sports/any other recognized University/Institute for same game in which participated. Desirable: (i) Passed Hindi or Urdu or Punjabi or English as a subject at Secondary Level or Senior Secondary Level. (ii) One year Coaching experience. Note 1: Qualifications are relaxable at the discretion of the DSSSB/Competent Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 2: The qualification(s) regarding experience is/are relaxable at the discretion of the DSSSB/Competent Authority for reasons to be recorded in writing, in the case of candidates belonging to Scheduled Castes or Scheduled Tribes, if any stage of selection, the DSSSB/Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them. METHOD OF RECRUITMENT, WHETHER BY DIRECT RECRUITMENT OR BY DEPUTATION/ PROMOTION/ ABSORPTION AND PERCENTAGE OF VACANCIES TO BE FILLED BY VARIOUS METHODS. IN CASE OF RECRUITMENT BY PROMOTION/DEPUTATION/ABSORP TION GRADES FROM WHICH PROMOTION/ DEPUTATION/ ABSORPTION TO BE MADE. (10) (11) 100% Direct recruitment. Note: Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances for a duration of one year or more may be filled on deputation basis from officers of Central Government. (a) (i) holding analogous posts on regular basis or (ii) with six years regular service in posts in Level-5 of the Pay Matrix; and (b) possessing the qualifications and experience prescribed for direct recruitment under column 7.
