It also grants the Director power to mandate international standards for uncovered occupancies and allows the Government to relax or modify requirements for specific buildings or areas for recorded reasons. Additionally, Form 'J' of the Seventh Schedule, an 'INSPECTION REPORT BY FIRE SAFETY AUDITOR UNDER RULE-35 OF DFS RULES-2010', is substituted to detail 18 categories of fire safety compliance checks.

No. DFS/HQ/Misc./2026/01(E-331845)/501.—In exercise of the powers conferred by Section 63 of the Delhi Fire Service Act, 2007 (Delhi Act 2 of 2009), the Lieutenant Governor of the National Capital Territory of Delhi hereby makes the following amendments in the Delhi Fire Service Rules, 2010, namely: 1. Short title and commencement- (1) These Rules may be called the Delhi Fire Service (Amendment) Rules, 2026. (2) They shall come into force on the date as and when the amended UBBL-2016 is notified under sub-section (1) of Section 57 of Delhi Development Act, 1957 by the Delhi Development Authority. Provided that all applications pending on date of commencement shall be processed under the provisions in force on the date of application. 2. In the Delhi Fire Service (Amendment) Rules, 2025, rule 2(viii) shall be omitted. 3. In the Delhi Fire Service (Amendment) Rules, 2025, "National Building Code of India" shall be omitted from rule 2(xiii). 4. In the Delhi Fire Service (Amendment) Rules, 2025, rule 2(ix) shall be renumbered as rule 2(viii) and rule2 (xiii) shall be renumbered as rule 2(xii). 5. In the Delhi Fire Service Rules, 2010 (hereinafter referred to as the Principal Rules), rule 2(x) to rule 2(xii) shall be renumbered as rule 2(ix)to rule 2(xi) in sequence. 6. In the Delhi Fire Service (Amendment) Rules, 2025, “National Building Code of India" shall be substituted with "Building Bye – Laws" in rule 29. 7. In the Delhi Fire Service (Amendment) Rules, 2025, the rule 33 shall be substituted namely, 33. Minimum standards for fire prevention and fire safety for buildings 1. The Minimum standards for fire prevention and fire safety for the buildings as may be applicable with reference to the height of the building and class of occupancy for the purpose of Section 32 and Section 35 of the Act shall be as are provided in the Building Bye-Laws as amended time to time relating to the following matters: (1) Minimum 06 meters right of way for fire engines upto the premises. (2) Protection of Exits from fire products by means of Fire Check Door (s) and or pressurization. (3) Fire and Smoke Barrier, Fire Stop and Smoke Management System. (4) Fire Extinguishers. (5) First-Aid Hose Reels. (6) Automatic fire detection and alarming system. (7) MOEFA. (8) Public Address System and or Voice Evacuation System. (9) Automatic Sprinkler and Fire Suppression System. (10) Internal Hydrants (Wet Riser and or Down Comer) and Yard Hydrants (Ring Main). (11) Fire Pump House with Pumping Arrangements and protected access for fireman upto pump house. (12) Captive Water Storage for firefighting purposes. (13) Exit Signage, Floor Numbering & Reflective Tape marking in corridors leading to Exits. (14) Provision of Fire Tower and Fire Lifts. (15) Emergency power for the following system and equipment where provided: - a) Fire pumps b) Pressurization and smoke venting; including its ancillary systems such as dampers and actuators. c) Fireman's lifts (including all lifts). d) Exit signage lighting e) Emergency lighting f) Fire alarm system g) Public address (PA) system (relating to emergency voice vacuation and annunciation) h) Magnetic door holds open devices i) Lighting in fire command centre. (16) Fire Check Floor and Refuge Area. (17) Fire Control room with Automated Continuous Monitoring System. (18) Special Fire Protection Systems for Protection of Special Risks: Provided that classes of occupancies or buildings or premises for which fire prevention and fire safety measures are not provided in the Building Bye-Laws, the Director may require owner or occupier of such occupancies or buildings or premises to provide fire prevention and fire safety measures in accordance with international standards as may be provided by the fire prevention wing: Provided further that where the Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax or modify or annul any requirement concerning fire prevention and fire safety measures under these rules with respect to any class of occupancy in any building or premises in special areas or in respect of any building or premises in any area that was constructed or which was under construction prior to the date of enforcement of these rules. (2) Where the Director is of the opinion that it is necessary or expedient so to do, it may, for reason to be recorded in writing, require the owner or occupier of the buildings or premises to provide additional fire prevention and fire safety measures." 6.
