NOTIFICATION
Delhi, the 23rd July, 2024
F. No. 7 (236)/Emp/Admn./2023/6186—In exercise of powers conferred by the proviso to article 309 of the
Constitution of India, read with Government of India, Ministry of Home Affairs Notification Number G.S.R 840,
dated the 13th July, 1959, Lt. Governor of National Capital Territory of Delhi, is pleased to frame the following
Recruitment Rules, regarding the method of recruitment to the post of "Staff Car Driver, Ordinary Grade" in
Directorate of Employment, Government of National Capital Territory of Delhi, namely:
1. Short title and commencement:- (i) These rules may be called "Staff Car Driver, Ordinary Grade"
Recruitment Rules, 2024 Directorate of Employment, Government of National Capital Territory of Delhi.
(ii)They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and Level in the Pay Matrix:-The number of posts, its classification and
the Level in the Pay Matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule attached
thereto.
3. Method of Recruitment, Age limit and other qualifications, etc:-The method of recruitment to the said
post, age limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the
said Schedule.
4. Disqualifications:- No person,
(a) Who has entered or contracted marriage with the person having a spouse living, or
(b) Who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for
appointment to any of the said posts:
Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to
such person and the other party to the marriage and there are other grounds for doing, exempt any person from the
operation of these rules.
5. Power to relax:-Where the Government of National Capital Territory of Delhi is of the opinion that it is
necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, may relax any of the
provision of these rules with respect to any class or category of person.
6. Saving:-Nothing in these rules shall affect reservations and other concessions required to be provided for the
Scheduled castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by
the Central Government from time to time in this regard.

G.S.R. 177(E).—Whereas the draft rules, namely, the Environment (Protection) (Second Amendment) Rules, 2024 were
published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i) vide number G.S.R. 785(E), dated the
18th October, 2024 inviting objections and suggestions from all persons likely to be affected thereby, before the expiry of the
period of sixty days from the date on which copies of the Gazette containing the said notification were made available to the
public;
And whereas, copies of the said Gazette were made available to the public on the 18th October, 2024;
And whereas, the objections and suggestions received from the public in respect of the said draft rules have been
duly considered by the Central Government;
Now, therefore, in exercise of the powers conferred by sections 6 and 25 of the Environment (Protection) Act, 1986
(29 of 1986), the Central Government hereby makes the following rules further to amend the Environment (Protection) Rules,
1986, namely:—
1. Short title and commencement.—(1) These rules may be called the Environment (Protection) (Amendment) Rules,
2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Environment (Protection) Rules, 1986, in Schedule I, in item 23, for the entry relating thereto, the following
entry shall be substituted, namely:—
"23. Thermal Power Plants
(A) Limits for new Thermal Power Plants commissioned after the 31st December, 2024:

| (a) Thermal Power Plants with capacity less than 500 MW | 300 |

(C) Common provisions for both new and existing Thermal Power Plants:
(i) The emission limits specified above shall be applicable at 15% oxygen on dry basis.
(ii) Continuous Emission Monitoring Systems (CEMS) shall be installed and operated for monitoring of PM, SO2
and NOx emissions. The data from CEMS shall be transmitted to the Central Pollution Control Board and the
concerned State Pollution Control Board or Pollution Control Committee on a real-time basis.
(iii) The Thermal Power Plants shall comply with the emission limits within two years from the date of publication
of these rules in the Official Gazette.
