The vacancy that would arise on account of any member leavi ng his organization would be filled up by a member, nominated by the Head of the respective organization. 3. The objects of State Advisory Committee are to advise the Commission on the following issues : - (a) Major questions of policy; (b) Matters rel ating to quality, continuity and extent of service provided by the licensees; (c) Compliance by licensees with the conditions and requirements of their license; (d) Protection of consumer interest; and (e) Electricity supply and overall standards of pe rformance by utilities. 4. The meeting of the State Advisory Committee shall be convened by the DERC as and when the advice of the Committee is solicited on the issue(s) listed at para 3 above. 5. In addition to the organization included in the State Adv isory Committee, Commission may co -opt any other organization / expert / individual for any of the meeting of the State Advisory Committee, as a special invitee. 6.
