The Rules govern recruitment to one post (subject to variation) of Urdu Translator, classified as General Central Service, Non-Ministerial, Non-Gazetted, Group C, at Pay Level 5 (Rs. 29,200-92,300), to be filled by deputation (ISTC) failing which by direct recruitment; direct recruits must hold a Master's Degree in Urdu (with English as a subject in graduation) or a Graduate Degree with Urdu and English as optional/main subjects, plus Hindi at the Senior Secondary or Secondary level, and must be aged between 18 and 25 years (up to 27 years for All-India Open Competition), with a two-year probation period. The Rules bar appointment of persons who have contracted bigamous marriages, subject to Government exemption, and empower the Government to relax provisions for any class of persons and to preserve reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Ex-Servicemen. No. 445 PART IV GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI 1311 DG/2024 (1) DELHI GAZETTE : EXTRAORDINARY PART IV] DEPARTMENT OF ART, CULTURE AND LANGUAGES NOTIFICATION Delhi, the 26th February, 2024 No. F. 13(63)/2023/ACL/4234.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, read with Government of India, Ministry of Home Affairs notification number F.27/59-Him(i) dated the 13th July, 1959 and in supersession of the notification of this Government, published vide notification No.F. 2(8)/70-Services-II dated 27/05/1970 and No. F.17(7)/92/-SAD-4485 dated 29/07/1993 except as respects things done or omitted to be done before such supersession, the Lieutenant Governor of the National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of 'Urdu Translator' in the Department of Art, Culture & Languages, Government of National Capital Territory of Delhi, namely:— 1. Short Title and Commencement. (1)These rules may called the Department of Art, Culture & Languages, Urdu Translator Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of Posts, its classification and level in pay matrix. The number of the said post, its classification and level in pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification etc. The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be as specified in the columns (5) to (11) of the said Schedule. 4. Disqualifications. No persons, - (a) Who has entered into or contracted marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, and in consultation with the Competent Authority, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with orders issued by Government of India from time to time, in this regard. Educational and other qualification required for Essential: direct recruits. (1) Master's Degree in Urdu from a recognized University with English as one of the main/elective subjects in graduation. OR Graduate Degree from any recognized University with Urdu and English optional or main subjects. (2) Hindi as a subject at the level of Senior Secondary or Secondary. Note: Qualifications are relaxable at the discretion of the Selection Board/Competent Authority in the case of candidates otherwise well qualified. 8. Whether age and educational qualification prescribed for Direct Recruitment will apply in the case of promotees. Not Applicable 9. Period of Probation if any. Two years for direct recruits 10. Method of Recruitment. By Deputation (ISTC) failing which by Direct Recruitment. 11. In case of recruitment by promotion/deputation/ absorption grades from which promotion/ deputation/ absorption to be made. Deputation (ISTC) : Officers from the Central Government/ State Governments/ Union Territory Administrations/ Public Sector Undertakings/ Statutory or Autonomous Bodies/ Recognized Universities/ Recognized Research Institutes : (a)(i) holding analogous posts on regular basis in the parent cadre/department; or (ii) with 5 years' service in the grade rendered after appointment thereto on a regular basis in posts in Level-4 in the Pay Matrix or equivalent in the parent cadre/department; AND (b) possessing the educational qualifications mentioned in Column No. 7. Note: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/ department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation (ISTC) shall not exceeding 56 years, as on the closing date of receipt of the application. 12. If a Departmental Promotion Committee exists, Group-'C' Departmental Confirmation Committee what is its composition. consisting of : 1. Principal Secretary/ Secretary (Power), Government of NCT of Delhi : Chairman 2. Secretary (ACL), Government of National Capital Territory of Delhi : Member 3. Deputy Secretary (Finance), Government of National Capital Territory of Delhi: Member Note : Senior most member of the Departmental Confirmation Committee for considering confirmation shall act as Chairperson in case the notified chairperson of the Committee happens to be junior to another member of the Committee. 13.
