Governor of the National Capital Territory of Delhi, hereby makes the following rules regulating the method of recruitment for the post of Caretaker in the Department of Social Welfare, Government of National Territory of Delhi, namel y: - 1. Short title and commencement: - (i) These rules may be called the Caretaker Recruitment Rules, 2023. (ii) They shall come into force on the date of its publication in official gazette. 2. Number of Posts, Classification and level in the pay matrix: - The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification, etc: - The method of recruitm ent to the said post, age limit, qualification and other matters connected therewith, shall as specified in columns (5) to (13) of the said Schedule. 4 DELHI GAZETTE : EXTRAORDINARY PART IV] 4. Disqualification: - No person - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post; Provided that the Government may, if satisfied, that such marriage is permissible under the p ersonal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Powers to relax: - Where the Government is of the opinion that it is necessary or ex pedient so to do, it may by an order and for reasons to be recorded in wiring, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Scheduled Castes the Scheduled Tribes and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard. Educational & other qualifications required for Direct Recruits Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotees Period of probation, if any (7) (8) (9) Essential: - Must have passed Matriculation from a recognized Board and having six (06) Not applicable Two Years. Note: Successful completion of mandatory Induction Training of at least 2 weeks’ duration or months practical experience of working as a Caretaker in respect of elderly and disabled from any registered institution. Note1: Qualifications are relaxable at the discretion of the competent authority in the case of candidates otherwise well qualified. Note 2: The qualification (s) regarding experience is /are relaxable at the discretion of the Competent Authority in the case of candidates belonging to the Scheduled Castes or Scheduled Tribes if at any stage of selection, the Competent Authority is of the opinion that sufficient number of candidates with requisite experience is not likely to be available to fill up the vacancy reserved for them. as prescribed by the Cadre Controlling Authority shall be a pre -requisite for completion of probation.
