On 25th October 2024, the Labour Department, Government of the National Capital Territory of Delhi issued Notification F. No. 1/31/1127/LC/Estt./Rectt.Rules/EI/2022/4056, under the proviso to article 309 of the Constitution read with Ministry of Home Affairs Notification No. F.27/59-Him(i) dated 13th July 1959, superseding the earlier Notification No. F.3(39)/2/96-LC/Estt./814 dated 12.03.2004. Governor of the NCT of Delhi in consultation with the Union Public Service Commission. The rules apply to the post of Electrical Inspector, General Central Service, Non-Ministerial, Gazetted, Group 'A', with 2 sanctioned posts (2024, subject to variation) at Pay Level-11 (Rs. 67700-208700). Recruitment is by promotion, failing which by deputation (ISTC), from Deputy Electrical Inspector (Level-10, Rs. 56100-177500) with five years regular service and a Degree in Electrical Engineering, or via deputation from Central/State Government/Union Territory/PSU/university/research institution officers meeting analogous criteria including five years' regular engineering service; maximum deputation (ISTC) tenure including prior ex-cadre deputation is ordinarily four years, and the maximum age for deputation appointment is 56 years. Disqualification applies to persons contracting bigamous marriages, subject to Government exemption where the marriage is permissible under applicable personal law. The Departmental Promotion Committee comprises the Additional Chief Secretary (Home)/Principal Secretary (Home) as Chairperson, the concerned Administrative Secretary, and the Special/Additional Secretary (UD). No. 1/31/1127/LC/Estt./Rectt.Rules/EI/2022/4056.—In exercise of the powers conferred by the proviso to article 309 of the Constitution read with Government of India, Ministry of Home Affairs, Notification No. F.27/59- Him (i) dated 13th July, 1959 and all other powers enabling him in this behalf and in supersession of this Government's Notification No. F.3(39)/2/96-LC/Estt./814 dated 12.03.2004 except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi, in consultation with the Union Public Service Commission, is pleased to make the following rules regulating the method of recruitment to the post of Electrical Inspector in the Labour Department, Government of National Capital Territory of Delhi, namely: 1. Short title and commencement: i) These rules may be called "Electrical Inspector" Recruitment Rules, 2024. ii) They shall come into force on the date of their publication in the Delhi Gazette. 2. Application: These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules. 3. Number of post, classification and Level in the Pay Matrix. - The number of post, its classification and the Level in the Pay Matrix attached thereto shall be a specified in columns 2 to 4 of the Schedule annexed to these rules. 4. Method of recruitment, age-limit, qualifications etc.: The method of recruitment to the said posts, age-limit, qualifications and other matters connected therewith, shall be as specified in column (5) to (13) of the said schedule. 5. Disqualifications: No person, a) Who has entered into or contracted a marriage with a person having a spouse living, or b) Who having a spouse living, has entered into or contracted a marriage with a person, Shall be eligible for appointment to the said post: Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule. 6. Power to relax: Where the Government is of the opinion that it is necessary expedient so to do, it may by order,and for reasons to be recorded in writing, relax any of the provisions of this rule with respect of any class or category of persons in consultation with UPSC. 7. Saving: Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special category of persons in accordance with the orders issued by the Government from time to time in this regard. Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or 2 years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. (The departmental officers in the feeder grade who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.) (Period of Deputation (ISTC) including period of deputation (ISTC) in another ex-cadre post held immediately preceding this appointment in the same or another organization/ department of the Central Govt. shall ordinarily not exceed 04 years. The maximum age limit for appointment by deputation (ISTC) shall not be exceeding 56 years as on the closing date of receipt of application) 12. If a Departmental Promotion Committee, Departmental Promotion Committee (for considering exists, what is its composition promotion): 1. Addl. Chief Secretary (Home) /Pr. Secretary (Home)- Chairperson 2. Administrative Secretary concerned-Member 3. Special/Additional Secretary (UD)-Member Note:Senior Most member of the Departmental Promotion Committee shall act as Chairperson in case the notified Chairman of the Departmental Promotion Committee happens to be junior to another member of the Departmental Promotion Committee. 13.
