NOTIFICATION
Delhi, the 22nd April, 2026
F. No.10(39)/ENV/2021/476.— Whereas, sub-rule (7) of Rule 115 of the Central Motor Vehicle Rules 1989
mandates that "After the expiry of a period of one year from the date on which the motor vehicle was first registered,
every such vehicle shall carry a Valid “Pollution under Control Certificate” and the certificate shall always be carried
in the vehicle and produced on demand by the officers referred to in the sub-rule (1) of Rule 116”.
And whereas, the Commission for Air Quality Management in National Capital Region and Adjoining Areas
(CAQM) in the revised schedule of Graded Response Action Plan (GRAP) dated 21.11.2025 has also directed for -
Strict vigilance and enforcement of PUC norms for vehicles with no tolerance for visible emissions and to stop visibly
polluting vehicles by impounding and / or levying maximum penalty. CAQM has further recommended for citizens to
"Keep PUC certificates of your vehicles up to date”.
Now therefore, in view of the above, in exercise of power conferred by section 5 of the Environment
(Protection) Act, 1986 (29 of 1986) read with the notification No. U-11030/J/91- UTL dated the 10th September 1992,
the Lt. Governor of the National Capital Territory of Delhi, hereby issues following direction for vehicular pollution
control:
"Fuel (Petrol/Diesel/CNG/LPG) shall be dispensed to motor vehicles only upon production of a valid
Pollution Under Control (PUC) Certificate.
The Indian Oil Corporation Limited, Bharat Petroleum Corporation Limited, Hindustan Petroleum
Corporation Limited, Indraprastha Gas Limited, Reliance Industries Limited (Reliance Petroleum), all other
petrol/diesel/CNG pumps/stations/retail outlets, along with the Department of Food Supplies and Consumer
Affairs, GNCTD, Transport Department, GNCTD, Municipal Corporation of Delhi and Delhi Traffic Police shall
ensure strict compliance with the direction in letter and spirit."
The notification is hereby published in official gazette for information of the general public.
