The Delhi Water Board has published new recruitment regulations for the post of 'Hindi Officer' under the powers conferred by the Delhi Water Board Act, 1998.

Detailed Summary

The Urban Development Department of the Government of the National Capital Territory of Delhi published new recruitment regulations, titled 'Hindi Officer' in Delhi Jal Board Recruitment and Promotion Regulations, 2025, on July 15, 2026 (published July 16, 2026), under F. No. 16 (891)/UD/W/2023/021755469/487. These regulations, made by the Delhi Water Board in exercise of powers under clause (m) sub-section (2) of section 109 read with sections 7 and 51 of the Delhi Water Board Act, 1998 (Delhi Act. No. 4 of 1998), supersede Delhi Administration Notification No. 16 (422) /UD/W/ 2013/653 dated December 31, 2014, for regulating the method of recruitment to the post of 'Hindi Officer'. The regulations specify one 'Hindi Officer' post (subject to workload variation) classified as Category B with Level 8 in the pay matrix (Rs. 47600-151100). Recruitment is primarily by promotion, failing which by deputation (including short-term contract). For promotion, candidates must be Hindi Assistant/Translator in Level-7 (Rs. 44900-142400) with 2 years' regular service and specific translation training from the Delhi Jal Board Institute. Deputation requires Central/State/UT government officers to hold analogous posts or have 2 years' regular service in Level-7 or 6 years in Level-6, along with a Master's Degree in specific language combinations (Hindi/English) and a translation diploma/certificate or three years' experience. The maximum age for appointment by deputation is 56 years, and the deputation period ordinarily does not exceed three years. Disqualification applies to persons in bigamous marriages, though exemptions are possible by the Delhi Water Board. The Government of National Capital Territory of Delhi, in consultation with the Union Public Service Commission, can relax provisions. Reservations for Scheduled Castes, Scheduled Tribes, Other Backward Class, and other special categories remain unaffected. A Category 'B' DPC, chaired by Member (Administration), is established for confirmation purposes, and consultation with the Union Public Service Commission is not always necessary for recruitment. The regulations were issued by order and in the name of the Lt. Governor of the National Capital Territory of Delhi, signed by Puneet Kumar Patel, Addl. Secy.
