NOTIFICATION
Delhi, the 23rd January, 2024
F 85(6)/AD-III/DSW/2008-09/Pt-I/18862-18875.—In exercise of powers conferred under sub-section (1)
read with clause (f)of sub-section (3)of section 24 of the Rights of Persons with Disabilities Act 2016, the Lt.
Governor of NCT of Delhi is pleased to make the following Scheme, namely “ SUGAMYA SAHAYAK SCHEME"in
order to provide facilities to facilitate mobility and capability of Persons with Benchmark Disabilities(PwBDs) in the
form of Aids and Appliances.
1. SHORT TITLE ANDEXTENT:
I. The scheme may be called as Sugamya Sahayak Scheme (to facilitate mobility& capability of Persons with
Benchmark Disabilities).
II. The scheme shall be applicable for the Persons with Bench Mark Disabilities of NCT of Delhi
2. COMMENCEMENT: The scheme shall come into force with effect from the date of its publication in the Delhi
Gazette.
3. ОВЈЕСТTIVES:
I. To enhance and empower the mobility of Persons with Benchmark Disabilities in their daily lives and
provide access to various livelihood opportunities.
II. To provide aids and appliances of durable and standardized qualitywhich would help them to tackle barriers
in the physical environment.
4. ELIGIBILITY CRITERIA FOR PERSONS WITH BENCHMARK DISABILITIESAPPLYING UNDER
THE SCHEME:
I. The applicant must be a Person with Benchmark Disability (40% or more disability) as per Disability
Certificate/UDID Card issued by an Authorized Medical Authority under the provisions of the Rights of
Persons with Disabilities Act, 2016.
II. Must be resident of NCT of Delhi.
III. The annual income limit of the family from all sources should not be more than Rs.8,00,000/-.
IV. The applicant should not be obtaining the same item or should not have obtained the same item from any
other scheme of any other State Government/ UT Administration or Central Government or any other source
during the last three (3)years. However, for children below 12 years of age, no limit would be applicable for
appliances that are fabricated. This does not apply to motorized Tricycles and Wheelchairs. An undertaking
shall be submitted by the applicant or the parent/guardian of the applicant that he/she has not availed any
similar benefit i.e. same item from any other scheme of any other State/UT or Centre or any other source.
V. Possession of Aadhaar Card.
VI. Motorized Tricycles:
• Only for Persons with Severe Disability, Quadriplegia, Muscular Dystrophy, Stroke, Cerebral Palsy,
Hemiplegia or any other similar condition where both lower limbs of the body or one half of the body
is severely affected, with 80% or more disability.
• Assistance would be provided once in three (3) years and only for persons above 16 years of age.
• Undertaking of not availing similar assistance is to be given by the applicant.
• Severely disabled persons above 16 years of age having mental impairment shall not be eligible for
motorized/battery operated tricycle as it puts them at serious risk of accident / physical harm.
VII. Hand Propelled Tricycle:
• Assistance would be provided once in three (3) years to persons with benchmark disability not
exceeding 80%.
• Undertaking of not availing similar assistance is to be given by the applicant.
• Severely disabled persons having mental impairment shall not be eligible for the tricycle as it puts
them at serious risk of accident / physical harm.
VIII. Wheelchairs (Motorized):
• Assistance would be provided once in three (3) years to Persons with Benchmark Disabilities.
• Undertaking of not availing similar assistance is to be given by the applicant.
5. SUPPLYING AGENCY:
5.1 Artificial Limbs Manufacturing Corporation, ALIMCO (a Public Sector undertaking under the Deptt. of
Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, Govt of India).
5.2 ALIMCO shall supply the aids and appliances as per the list of items to be given by the Department of Social
Welfare as per the following terms and conditions:
I. It shall be sole responsibility of ALIMCO to provide quality assistive devices in camps and Department of
Social Welfare role shall be purely that of a supporter.
II. The prices of aids and appliances shall not be higher than under the ADIP Scheme of Government of India.
III. Training and awareness shall be provided during the camp by ALIMCO in case of fabricated items for
making the beneficiaries aware about proper use of the item.
IV. The supply from ALIMCO is proposed on nomination basis.
V. In case of failure to render services under the scheme by ALIMCO, unreasonable delay in execution,
provision of shoddy products/aids and appliances, as indicated by complaints from the beneficiaries,
during the period of implementation of the scheme, the supply from ALIMCO shall be cancelled forthwith
and best available alternative will be explored.
VI. ALIMCO shall ensure that there is no duplicacy of beneficiaries through their existing MIS system,
already developed for this purpose.
VII. If the item is found defective or damaged, then ALIMCO shall be responsible for its repair /replacement
free of cost.
5.3 The Department of Social Welfare shall enter into an MOU, for the period of five years, with ALIMCO for
ensuring timely and quality supply of items, with the concurrence of Finance Departments and approval of Hon'ble
Minister (SW).
5.4A third party audit of the scheme shall be conducted annually by a reputed research organization, which shall be
identified for this purpose by the Administrative Secretary (Social Welfare) for assessing the efficacy of the scheme
and to suggest any modifications, if required. This shall include financial, performance and social audit. On the basis
of learning's from first year, the guidelines shall be revised, if needed.
6. AIDS & APPLIANCES UNDER THE SCHEME:
I. The list of aids and appliances (fabricated and ready to use) along with price of the same will be requested
from ALIMCO.
II. In case ALIMCO is unable to supply aids and appliances then best available alternative will be explored.
7. PROCEDURE FOR DISTRIBUTION OF AIDS AND APPLIANCES:
I. Aids and appliances shall be distributed to the beneficiary by organizing a camp at least once every yearat the
district level.
II. An Outreach, Awareness and Promotion campaign shall be organized by both Department of Social Welfare
and ALIMCO to reach out to the targeted population, to ensure that all eligible Persons with Benchmark
Disabilities (PwBDs) avail the camp facilities.
III. ALIMCO shall publicize the scheme by following ways:
-Advertisement
-Identification of beneficiary through district database.
-Support of Civil Society Organizations.
IV. ALIMCO shall also directly organize camps in collaboration with Social Welfare Department in Schools for
Special children.
V. Different camps shall be organized at the district level by ALIMCO for ready to use and fabricated items. An
assessment camp shall be organized followed by camps for distribution of aids and appliances.
VI. The applicant shall directly visit the assessment camps to be organized in their respective district by
ALIMCO and Department of Social Welfare. The assessment shall be done by ALIMCO in the assessment
camp by professional Prosthetics and Orthotics who are qualified and mandated to do the assessment for
providing suitable aids and appliances to Persons with Benchmark Disabilities (PwBDs).
VII. ALIMCO shall submit Performa invoice of the items to be supplied by it as per the assessments made during
the assessment camp and payment shall be released on the basis of the invoice.
VIII. The invoice raised by ALIMCO shall also include 10 per cent administrative costs. This is to ensure user
satisfaction by providing trial, awareness and after care services without any additional cost.
IX. In the distribution camp, awareness and training shall be provided to the beneficiary related to the use of item
(aids and appliances) including trial of the item by the beneficiary. This is to ensure user satisfaction. Once
the beneficiary is satisfied with the product, a receipt shall be obtained by him/her in the camp depicting
successful delivery of the item and that he/she has understood the method of using the item. A checklist for
user satisfaction shall be made as feedback mechanism at the district level.
X. If the item is found defective or damaged, then ALIMCO shall be responsible for its repair /replacement free
of cost at the time of distribution or within one year of distribution.
XI. The beneficiary shall be informed by SMS about the distribution camp by the district office and ALIMCO.
XII. Photographs of the distribution and list of the beneficiaries with their addresses, type of disability, type of
aid / appliance given, total cost and date of distribution shall be prominently displayed monthly on the
website of the Department of Social Welfare, GNCTD.
XIII. All claims made by the candidates, like percentage of disability, local status etc. shall necessarily be
supported by self-attested documents.
8. APPLICATION FORM AND DOCUMENTS REQUIRED:
The following documents will be mandatorily required along with the application form:
I. Copy of Disability Certificate/UDID Card issued by an Authorized Medical Authority as per provisions of
the RPwDAct, 2016 showing the person to be having benchmark disability.
II. Copy of Assessment Report from ALIMCO.
III. Residence Proof— Any of the following: -
Voter Identity Card
Ration Card
Passport
Electricity Bill
Water Bill
Telephone Bill
Gas Connection Receipt
Bank Passbook
Driving License
Birth certificate issued by MCD Registrar-Births and Deaths
Insurance Policy Document
Immunization card of the Beneficiary.
Medical records of treatment in Delhi.
Student ID Card
Caste Certificate
Service Identity Card of Public/Private sector company/established concern
Freedom Fighter Identity Card
Pension Document
Ex-Servicemen Dependent Certificate
Property Document
Proof of Student enrollment in Delhi School
Any other document which clearly shows residence in Delhi.
IV. Copy of Aadhar card.
V. Two Passport size photograph of the applicant.
