Governor of the National Capital Territory of Delhi after prior consultation with UPSC, is pleased to make the following rules regulating the method of recruitment to the post of Nursing Officer in the Department of Health and Family Welfare, namely: - 1. Short title and commencement. (i) These rules may be called Nursing Officer Recruitment Rules, 2023. (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification, Pay Level in the Pay Matrix: – The number of the said post, their classification and the level in pay matrix attached thereto, shall be specified in column (1) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification etc. – The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said schedule. 4. Disqualifications – No person - (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts; Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable t o such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. – Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with Government, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. – Nothing in these rules shall affect reservations, relaxat ion of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex -servicemen and other special categories on persons in accordance with the order issued by the Government of National Capital Territory of Delh i from time to time. (7) (8) (9) Education and other qualifications required for direct recruits. Whether age and educational qualifications prescribed for direct recruits will apply in the case of Promotees. Period of Probation, if any. A (i) B.Sc in Nursing from a recognized university or Institute. or Regular course in B.Sc Nursing from a recognized University or Institute. or Post Basic B.Sc Nursing from a recognized University or Institute. (ii) Registered as a Nurse or Nurse - Midwife ( RN or RN& RM) from any Nursing Council. Not Applicable 2 years (iii) Registered as a Nurse or Nurse - Midwife ( RN or RN& RM) from Delhi Nursing Council at the time of appointment; OR B (i) Diploma in general nursing midwifery from a recognized Board or Council; (ii) Registered as a Nurse or Nurse - Midwife ( RN or RN& RM) from any Nursing Council. (iii) Registered as a Nurse or Nurse - midwife ( RN or RN& RM) from Delhi Nursing Council at the time of appointment; and (iv) one year experience in minimum fifty bedded h ospital after acquiring the educational qualification mentioned at B (i) above. Note 1 – Qualification are relaxable at the discretion of the DSSSB/Competent authority for reasons to be recorded in writing, in the case of candidates otherwise well qualifie d. Note 2 - the Qualification (s) regarding experience is / are relaxable at the discretion of the competent authority for reasons to be recorded in writing, in the case of candidates belonging to Schedule Castes and Schedule tribes if at any stage of se lection, DSSSB/Competent authority is of the opinion that sufficient number of the candidate from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them. (10) (11) (12) (13) Method of recruitment whether by direct recruitment or by promotions or by Deputation/ Absorption and percentage of the vacancies to be filled by various methods. In case of recruitment by Promotion/ Deputation/ Absorption, grades from which promotion /Deputation / Absorption to be made. If a DPC exists what is its composition. Direct Recruitment Note: Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances for duration of one year or more may be filled on deputation basis from officers of State/Central Government.
