The Lt. Governor of the National Capital Territory of Delhi makes new rules regulating the method of recruitment to the post of Senior Scientific Assistant (Physics) in the Forensic Science Laboratory.

Detailed Summary

The Government of the National Capital Territory of Delhi, through its Home-FSL Department, issued Notification No. F. 2(123)/FSL/ESTT/RR/SSA(PHYSICS)/2024/488 on September 22, 2025. These rules, titled the "Senior Scientific Assistant (Physics) Forensic Science Laboratory Recruitment Rules, 2025," are enacted under the powers conferred by the proviso to Article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs, Notification no. F-27/59-him (i) dated July 13, 1959. They supersede the previous Government's Notification no. 19/58/96/Home-III Dptt./562-573 dated August 20, 2008, except for actions already taken. The rules specify the number of posts (07, subject to variation for 2025), classification (General Central Service, Non-Ministerial, Non-Gazetted, Group 'B'), and Pay Level (Level 6, Rs. 35,400-1,12,400) in the Pay Matrix for the Senior Scientific Assistant (Physics) position. Recruitment is 100% by promotion with a 2-year probation period. Eligibility for promotion requires Junior Scientific Assistants (Physics) in Level-5 (Rs. 29200-92300) with 06 years of regular service and successful completion of 2-4 weeks training, though training is not applicable for existing incumbents on the notification date. Disqualification applies to persons with a living spouse entering into another marriage, with a government exemption clause. The rules also establish a Group 'B' Departmental Promotion Committee for promotion and confirmation, comprising the ACS/Principal Secretary/Secretary (Home) as Chairperson, ACS/Principal Secretary/Secretary (Services), Director of the concerned vertical, and Special/Addl. Secretary (GAD) as members, and state that consultation with the Union Public Service Commission is not necessary for this recruitment. Reservations and concessions for Schedule Castes, Schedule Tribes, Other Backward Classes, Ex-Servicemen, and other special categories remain unaffected.
