Published by the Office of the Chief Electoral Officer, Delhi (Notification No. CEO/COE/102(19)/2023/211 dated 21st March, 2024), the Election Commission of India's Direction No. 576/3/EVM/2024/SDR/Vol. I, dated 20th March, 2024, exercises powers under Section 61A of the Representation of the People Act, 1951 and the proviso to Rule 49A of the Conduct of Elections Rules, 1961, to specify that votes in all Parliamentary Constituencies of the Lok Sabha, all Assembly Constituencies of Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim in the current General Elections, 2024, and 26 Assembly Constituencies across 13 States (listed in Annexure-1, including constituencies in Bihar, Gujarat, Haryana, Jharkhand, Maharashtra, Tripura, Uttar Pradesh, West Bengal, Telangana, Himachal Pradesh, Rajasthan, Karnataka and Tamil Nadu) at the concurrent bye-elections announced vide Press Notes No. ECI/PN/23/2024 and ECI/PN/24/2024 both dated 16th March, 2024, shall be given and recorded using Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) printers; the Commission also approves the design of the EVMs and VVPAT Printers developed by Bharat Electronics Ltd., Bangalore, and Electronics Corporation of India Ltd., Hyderabad, for use in all constituencies; the notification is issued by order of S.B. Whereas, as per the proviso to Rule 49A of the Conduct of Elections Rules, 1961, a printer with a drop box of such design , as may be approved by the Election Commission of India, may also be attached to voting machine for printing a paper trail of the vote, in such constituency or constituencies or parts thereof as the Election Commission of India may direct; 3. Whereas, th e Election Commission has considered the circumstances inall the Parliamentary Constituencies of LokSabha, all the Assembly Constituencies of Andhra Pradesh, Arunachal Pradesh, Odisha & Sikkim at the current general elections, 2024 and in 26 Assembly Cons tituencies (as per Annexure -1) in 13 States at the current bye -elections, announced vide the Election Commission’s Press Notes No. ECI/PN/23/2024& ECI/PN/24/2024 both dated 16th, March 2024, and is satisfied that sufficient number of Electronic Voting Mach ines (EVMs) and Printers for printing Paper Trail [Voter Verifiable Paper Audit Trail(VVPAT)] are available for taking the poll in all the Parliamentary Constituencies and all the Assembly Constituencies of Andhra Pradesh, Arunachal Pradesh, Odisha and Sik kim and in 26 Assembly Constituencies (as per 4 DELHI GAZETTE : EXTRAORDINARY PART II—I] Annexure -1) of 13 States. The polling personnel are well trained in efficient handling of EVMs and ‘VVPAT Printers’ and the electors are also fully conversant with the operation of the EVMs and the VVPAT Printe rs; 4. Now, therefore, the Election Commission of India, in exercise of its powers under the said Section 61A of the Representation of the People Act, 1951, and Rule 49A of the Conduct of Elections Rules, 1961, hereby specifies all the Parliamentary Consti tuencies of the LokSabha, all the Assembly Constituencies of the legislative assemblies ofAndhra Pradesh, Arunachal Pradesh, Odisha & Sikkim at the current General Elections, 2024and 26 Assembly Constituencies (as per Annexure -1) in13 states at the current bye-election, as per the schedule announced by the Election Commission on 16th March, 2024, as the constituencies inwhich the votes, shall be given and recorded by means of EVMs and VVPAT printers in the manner prescribed, under the Conduct of Elections Ru les, 1961, and the supplementary instructions issued by the Election Commission from time to time on the subject. 5. The Election Commission also hereby approves the design of EVMs and VVPAT Printers as developed by the Bharat Electronics Ltd., Bangalore a nd Electronics Corporation of India Ltd., Hyderabad, which shall be attached to the said machines, to be used for the giving and recording of votes in all the Constituencies.
