The Office of the Chief Electoral Officer, Delhi, under Notification No. CEO/COE/102(19)/2023/178 dated 17th March 2024, published for general information two Election Commission of India notifications, both numbered 52/2024/SDR/Vol.II and dated 16th March 2024, issued under clause (c) of section 60 of the Representation of the People Act, 1951: the first specifies that a Covid-19 suspect or affected person certified by a competent authority, subject to verification by the Returning Officer, constitutes a class of persons entitled to vote by postal ballot; the second specifies that electors above the age of 85 years and electors with benchmark physical disability already marked/flagged in the electoral rolls, subject to similar verification, constitute a further such class; both apply to the current General Elections to the House of the People and the Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim, 2024, and to bye-elections to 26 Assembly Constituencies across 13 States, to be notified between 20th March and 7th May 2024, per Part-IIIA of the Conduct of Elections Rules, 1961, as amended by Ministry of Law & Justice Notification SO No. 1964(E) dated 19th June 2020 (for the first notification) and SO Nos. 3786(E) dated 22nd October 2019, 3778(E) dated 23rd August 2023, and 995(E) dated 1st March 2024 (for the second); both notifications are signed by S.
