Notification F. 44(54)/2022/DSW/AdmnII/RRs Investigator/196, dated 15 May 2024, issued by the Department of Social Welfare, Government of the National Capital Territory of Delhi, made by the Lieutenant Governor of Delhi in exercise of powers under the proviso to Article 309 of the Constitution read with Ministry of Home Affairs notification G.S.R. 840 dated 13 July 1959, notifies the Investigator Recruitment Rules, 2024, in supersession of notification No. F.2(2)/69-Services-II dated 08.05.1969, effective from publication in the Official Gazette. The rules specify the number of posts, classification, and pay level per an annexed Schedule, and empower the Government to relax provisions for any class of persons and to preserve reservations for Scheduled Castes, Scheduled Tribes, and other categories per Central Government orders. Persons already married with a living spouse (or vice versa) are disqualified from appointment, subject to exemption where the marriage is permissible under applicable personal law. The Schedule specifies one post, "Investigator" (9 posts for 2024, subject to workload variation), classified as General Central Service, Non-Gazetted, Non-Ministerial, Group-C, at Level-2 of the pay matrix (Rs. 19,900–63,200); age limit between 18 and 25 years for direct recruits (18–27 years for All India open competition), relaxable up to 40 years for departmental candidates; essential qualification of 12th pass from a recognised Board/Institution with typing speed of 35 words per minute in English or 30 wpm in Hindi; two years' probation including at least two weeks' induction training; recruitment by direct recruitment, with deputation permissible for vacancies of one year or more from officers holding analogous posts (maximum deputation age 56 years); and a Departmental Confirmation Committee comprising the Principal Secretary/Secretary (AR) GNCT of Delhi as Chairperson, the Head of Department concerned, and the Deputy Secretary (GAD), GNCT of Delhi.

No. 45 PART IV GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI DEPARTMENT OF SOCIAL WELFARE NOTIFICATION Delhi, the 15th May, 2024 F. 44(54)/2022/DSW/AdmnII/RRs Investigator/196.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution read with the Government of India, Ministry of Home Affairs, notification number G.S.R. 840 dated 13th July, 1959 and in supersession of notification no. F.2(2)/69-Services-II Dated 08.05.1969 except as things done or omitted to be done before such supersession the Lt. Governor of the National Capital Territory of Delhi, hereby makes the following rules regulating the method of recruitment for the post of Investigator in the Department of Social Welfare, Government of National Territory of Delhi, namely:- 1. Short title and commencement: - (i) These rules may be called the Investigator Recruitment Rules, 2024. (ii) They shall come into force on the date of its publication in official gazette. 2. Number of Posts, Classification and level in the pay matrix: - The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification, etc: - The method of recruitment to the said post, age limit, qualification and other matters connected therewith, shall as specified in columns (5) to (13) of the said Schedule. 4. Disqualification: - No person- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post; Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Powers to relax: - Where the Government is of the opinion that it is necessary or expedient so to do, it may by an order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.
