NOTIFICATION
Delhi, the 11th July, 2025
F. 16(892)/UD/W/2023/1008.-The following recruitment regulations made by the Delhi Water Board in
exercise of the powers conferred by clause (m) sub-section (2) of section 109 read with sections 7 and 51 of the Delhi
Water Board Act, 1998 (Delhi Act. No. 4 of 1998) and in partial Amendment of Delhi Administration Notification
No. 16 (457) /UD/W/ 2014/647 dated 30.12.2014 except as respects things done or omitted to be done before such
supersession for regulating the method of recruitment to the post of 'Hindi Assistant / Translator' in the Delhi Water
Board, are hereby published, namely:-
1. Short title and commencement: - (I) These regulations may be called the Delhi Jal Board 'Hindi Assistant /
Translator' Recruitment Regulations, 2025.
(II) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of posts, classification and Level in the Pay matrix: The number of said posts, its classification
and Level in the Pay matrix shall be as specified in columns 2 to 4 of the Schedule annexed to these
regulations.
3. Method of recruitment, age limit and other qualifications: -The method of recruitment to the said posts,
age limit, qualifications and other matters connected therewith shall be as specified in columns 5 to 13 of the
said Schedule.
4. Disqualification:- No person;
(a) who has entered into or contracted a marriage with a person having a
spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible
for appointment to any of the said posts:
Provided that Government, may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing,
exempt any persons from the operation for this regulation.
5. Power to relax the provisions:- Where the Government of National Capital Territory of Delhi is of the
opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving: - Nothing in these regulations shall affect reservations and other concessions required to be provided
for the Scheduled Castes and Scheduled Tribes and other special categories of persons in accordance with
orders issued by the Central Government from time to time in this regard.

6. AGE LIMIT FOR DIRECT NOT EXCEEDING 30 YEARS.
RECRUITS
(RELAXABLE FOR GOVERNMENT SERVANTS AND EMPLOYEES OF THE DELHI JAL
BOARD UPTO 5 YEARS IN ACCORDANCE WITH THE INSTRUCTIONS OR ORDERS
ISSUED BY THE CENTRAL GOVERNMENT).
NOTE THE CRUCIAL DATE FOR DETERMINING THE AGE LIMIT SHALL BE AS
ADVERTISED BY THE COMPETENT AUTHORITY.
7. EDUCATIONAL & OTHER ESSENTIAL: -
QUALIFICATION REQUIRED
FOR DIRECT RECRUITS
MASTERS DEGREE OF A RECOGNIZED UNIVERSITY IN HINDI WITH ENGLISH AS A
COMPULSORY/ELECTIVE SUBJECT OR AS THE MEDIUM OF EXAMINATION AT THE
DEGREE LEVEL;
OR
MASTER'S DEGREE OF A RECOGNIZED UNIVERSITY IN ENGLISH WITH HINDI AS A
COMPULSORY SUBJECT/ELECTIVE SUBJECT OR AS THE MEDIUM OF EXAMINATION
AT THE DEGREE LEVEL;
OR
MASTER'S DEGREE OF A RECOGNIZED UNIVERSITY IN ANY SUBJECT OTHER THAN
HINDI OR ENGLISH WITH HINDI OR ENGLISH MEDIUM AND ENGLISH OR HINDI AS A
COMPULSORY OR ELECTIVE SUBJECT OR AS A MEDIUM OF EXAMINATION AT
DEGREE LEVEL; OR
MASTER'S DEGREE OF A RECOGNIZED UNIVERSITY IN ANY SUBJECT OTHER THAN
HINDI OR ENGLISH WITH HINDI AND ENGLISH AS COMPULSORY OR ELECTIVE
SUBJECTS OR EITHER OF THE TWO AS A MEDIUM OF EXAMINATION AND THE
OTHER AS A COMPULSORY OR ELECTIVE SUBJECT AT DEGREE LEVEL;
AND
A RECOGNIZED DIPLOMA/ CERTIFICATE COURSE IN TRANSLATION FROM HINDI TO
ENGLISH AND VICE-VERSA OR TWO YEARS EXPERIENCE OF TRANSLATION WORK
FROM HINDI TO ENGLISH AND VICE VERSA IN A CENTRAL/STATE GOVERNMENT
OFFICE/GOVERNMENT OF INDIA UNDERTAKING/ STATUORY AUTONOMOUS
ORGANISATION.
NOTE 1: QUALIFICATIONS ARE RELAXABLE AT THE DISCRETION OF THE
COMPETENT AUTHORITY FOR REASONS TO BE RECORDED IN WRITING, IN CASE OF
CANDIDATES OTHERWISE WELL QUALIFIED.
NOTE 2: THE QUALIFICATION REGARDING EXPERIENCE IS RELAXABLE AT THE
DISCRETION OF THE COMPETENT AUTHORITY FOR REASONS TO BE RECORDED IN
WRITING, IN CASE OF CANDIDATES BELONGING TO SCHEDULED CASTES OR
SCHEDULED TRIBES, IF AT ANY STAGE OF SELECTION THE COMPETENT AUTHORITY
IS OF THE OPINION THAT SUFFICIENT NUMBER OF CANDIDATES FROM THESE
COMMUNITIES POSSESSING THE REQUISITE EXPERIENCE ARE NOT LIKELY TO BE
AVAILABLE TO FILL-UP THE POSTS RESERVED FOR THEM.

(A)(i) WITH FIVE YEARS REGULAR SERVICE IN POSTS IN LEVEL-6 (Rs. 35400 – Rs.
112400) IN THE PAY MATRIX.
(ii) WITH FIFTEEN YEARS REGULAR SERVICE IN POSTS IN LEVEL-4 (Rs. 25500- Rs.
81100) IN THE PAY MATRIX.; AND
(B) POSSESSING THE EDUCATIONAL QUALIFICATIONS PRESCRIBED FOR DIRECT
RECRUITS UNDER COL. (7)
NOTE:
FOR THE PURPOSE OF COMPUTING MINIMUM QUALIFYING SERVICE FOR
PROMOTION, THE SERVICE RENDERED ON A REGULAR BASIS BY AN OFFICER PRIOR
TO
1.1.2016 / THE DATE FROM WHICH THE REVISED PAY STRUCTURE BASED ON THE
SEVENTH CENTRAL PAY COMMISSION RECOMMENDATIONS HAS BEEN EXTENDED
SHALL BEEN EXTENDED SHALL BE DEEMED TO BE SERVICE RENDERED IN THE
CORRESPONDING GRADE PAY/ PAY SCALE EXTENDED BASED ON THE
RECOMMENDATIONS OF THE PAY COMMISSION.
DEPUTATION:
OFFICERS OF THE CENTRAL/STATE GOVERNMENT/ UNION TERRITORIES:-
(A)(i) HOLDING ANALOGOUS POSTS ON A REGULAR BASIS IN THE PARENT
CADRE/DEPARTMENT, OR
(II) WITH FIVE YEARS SERVICE IN THE GRADE RENDERED AFTER APPOINTMENT
THERETO ON A REGULAR BASIS IN LEVEL-6, RS. 35400- Rs. 112400 OR EQUIVALENT IN
THE PARENT CADRE/DEPARTMENT AND
(B) POSSESSING THE EDUCATIONAL QUALIFICATIONS PRESCRIBED FOR DIRECT
RECRUITS UNDER COI. (7) DEPARTMENTAL NFFICERS IN THE FEEDER RETEGORY
WHO ARE IN THE DIRECT LINE OF PROMOTION WILL NOT BE ELIGIBLE FOR
CONSIDERATION FOR APPOINTMENT ON DEPUTATION. SIMILARLY, DEPUTATIONIST
SHALL NOT BE ELIGIBLE FOR CONSIDERATION FOR APPOINTMENT BY PROMOTION
(PERIOD OF DEPUTATION INCLUDING PERIOD OF DEPUTATION IN ANOTHER EX-
CADRE POST HELD IMMEDIATELY PRECEDING THIS APPOINTMENT IN THE SAME OR
SOME OTHER ORGANIZATION/ DEPARTMENT OF THE CENTRAL GOVT. SHALL
ORDINARILY NOT TO EXCEED THREE YEARS. THE MAXIMUM AGE LIMIT FOR
APPOINTMENT BY DEPUTATION SHALL NOT BE EXCEEDING 56 YEARS AS ON THE
CLOSING DATE OF RECEIPT OF APPLICATIONS.
NOTE: FOR THE PURPOSE OF APPOINTMENT ON DEPUTATION BASIS, THE SERVICE
RENDERED ON A REGULAR BASIS BY AN OFFICER PRIOR TO 01.01.2006. THE DATE
FROM WHICH THE REVISED PAY STRUCTURE BASED ON THE 6TH CPC
RECOMMENDATIONS HAS BEEN EXTENDED, SHALL BE DEEMED TO BE SERVICE
RENDERED IN THE CORRESPONDING GRADE PAY/PAY SCALE EXTENDED BASED ON
THE RECOMMENDATIONS OF THE PAY COMMISSION EXCEPT WHERE THERE HAS
BEEN MERGER OF MORE THAN ONE PRE-REVISED SCALE OF PAY INTO ONE GRADE
WITH A COMMON GRADE PAY/PAY SCALE, AND WHERE THIS BENEFIT WILL
EXTEND ONLY FOR THE POST(S) FOR WHICH THAT GRADE PAY/PAY SCALE IS THE
NORMAL REPLACEMENT GRADE WITHOUT ANY UPADATION
