The Office of the Chief Electoral Officer, Delhi, vide notification F. No. CEO/Admn/106(27)/RRs Driver/2022/290 dated 11th January 2024, and in exercise of powers under the proviso to article 309 of the Constitution of India read with Ministry of Home Affairs notification G.S.R. 840 dated 13th July 1959, the Lt. Governor of the National Capital Territory of Delhi made the Staff Car Driver, Grade-I Recruitment Rules, 2023, effective from the date of publication in the Delhi Gazette, prescribing one sanctioned post (subject to workload variation) of Staff Car Driver Grade-I as a General Central Service Group 'C' Non-Gazetted, Non-Ministerial, Non-Selection post at Level-5 (Rs. 29,200-92,300) of the Pay Matrix, to be filled entirely by promotion from Staff Car Driver Grade-II (Level-4, Rs. 25,500-81,100) with six years' regular service in Grade-II, or a combined service of fifteen years in Grade-II and Ordinary Grade, subject to a trade test specified by the Transport Department, GNCTD, with promotions considered by a Departmental Promotion Committee comprising the Principal Secretary/Secretary (AR) as Chairman, the Head of Department concerned, and the Deputy Secretary (GAD) as Members; the notification supersedes earlier notification No. F 2(8)/91-S.II dated 20th August 1991 issued by the Services-II Department, GNCTD, concerning Driver (Heavy Motor Vehicle) and (Light Motor Vehicle) posts, and was signed by Satendra Kumar, Assistant Chief Electoral Officer (Admn).

No. CEO/Admn/106(27)/RRs Driver/2022/290:—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs Notification number G.S.R.840, dated the 13th July, 1959, the Lt. Governor of the National Capital Territory of Delhi is pleased to make the following rules regarding the method of recruitment to the post of “Staff Car Driver, Grade-I" in the Office of the Chief Electoral Officer, Delhi, namely:- 1. Short title and commencement - (1) These rules may be called "Staff Car Driver, Grade-I" Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of posts, classification and level in the Pay Matrix: - The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.:- The method of recruitment, age-limits, qualifications and other matters relating to the said posts shall be as specified in columns 5 to 13 of the said Schedule. 4. Disqualifications :- No person, - (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who, having a spouse living has entered into or contracted a marriage with any person; shall be eligible for appointment to the said posts: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax –Where the Government is the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing, relax any of the provisions of this rule in respect of any class or category of persons. 6. Saving - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with orders issued by the Government from time to time in this regard.
