And whereas, in exercise of the powers conferred by sub-section (3) of Section 13 read with clause (b) of Section 2 of the Delhi Motor Vehicles Taxation Act, 1962, and Rule 81 of the Central Motor Vehicles Rules, 1989 read with Section 2(41) of the Motor Vehicles Act, 1988, and all other powers enabling him in this behalf, the Lieutenant Governor of the National Capital Territory of Delhi is pleased to order the following, namely:— 1. Motor Vehicle Tax Concession.— (i) A concession of one hundred per cent (100%) of the Motor Vehicle Tax payable under the Delhi Motor Vehicles Taxation Act, 1962 shall be granted in respect of eligible new electric LGV, BS-VI or stricter norms compliant or Electric MGV and HGV trucks and BS-VI CNG or Electric buses purchased and registered under the Scheme. (ii) A concession of fifty per cent (50%) of the Motor Vehicle Tax payable under the Motor Vehicles Taxation Act, 1962 shall be granted in respect of eligible used electric LGV, BS-VI or stricter norms compliant or Electric MGV and HGV trucks and BS-VI CNG or Electric buses purchased and registered under the Scheme. Provided that the concessions specified herein above shall remain in force for a period of ten years from the date of registration of eligible vehicles under this Scheme, unless modified or withdrawn earlier. 2. Waiver of Pending Road Tax and Fitness Penalty Liabilities.— Notwithstanding anything contained in any law, rule, notification or order for the time being in force, all outstanding road tax and fitness penalty liabilities pending for a period exceeding one year in respect of a vehicle to be scrapped under the Scheme shall stand waived, subject to fulfilment of such conditions as may be specified under the said Scheme. 3. Exemption from Registration fees— A one hundred per cent (100%) exemption from payment of registration fee shall be granted in respect of eligible new vehicles purchased and registered under the Scheme. 4. Conditions.- The concessions, exemptions and waivers provided under this notification shall be available only in respect of vehicles and beneficiaries certified as eligible under the Scheme and shall be subject to compliance with the provisions of the Motor Vehicles Act, 1988, the Central Motor Vehicles Rules, 1989, the Delhi Motor Vehicles Taxation Act, 1962, and such guidelines or instructions as may be issued by the Transport Department, Government of NCT of Delhi, from time to time.
