NOTIFICATION
Delhi, the 10th January, 2024
No. F. 13(168)/2022/ACL/3913. In exercise of the powers conferred by the proviso to article 309 of the
Constitution of India, read with Government of India, Ministry of Home Affairs Notification number F.27/59-Him(i)
dated the 13th July, 1959 and in supersession of the notification of this Government, published vide notification
No. F.2(71)/73-S.II dated 18th July, 1974 except as respects things done or omitted to be done before such
supersession, the Lieutenant Governor of the National Capital Territory of Delhi is pleased to make the following
rules regulating the method of recruitment to the post of 'Punjabi Officer' in the Department of Art, Culture &
Languages, Government of National Capital Territory of Delhi, namely:-
1. Short Title and Commencement.
(1) These rules may called the Department of Art, Culture & Languages, Punjabi Officer Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of Posts, its classification and level in pay matrix.
The number of the said post, its classification and level in pay matrix attached thereto shall be as specified in column
(2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualification etc.
The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be as specified in
the columns (5) to (11) of the said Schedule.
4. Disqualifications.
No persons,
(a) Who has entered into or contracted marriage with a person having a spouse living; or
(b) Who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to
such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from
the operation of this rule.
5. Power to relax.
Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be
recorded in writing, and in consultation with the Competent Authority, relax any of the provisions of these rules with
respect to any class or category of persons.
6. Saving.
Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided
for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories
of persons in accordance with orders issued by Government of India from time to time, in this regard.

issued by the Central Government.
Note 2: The crucial date for determining the age-limit
shall be as advertised by the UPSC.
7. Educational and other qualification
required for direct recruits.
Essential:
1. Masters Degree in Punjabi with English or Hindi as
an elective subject at Degree level from a recognized
University or Institute.
OR
Masters Degree in Hindi/ English with Punjabi as an
elective subject at Degree level from a recognized
University or Institute.
2. 3 years' experience of terminological work in
Punjabi and/or translation work from English/Hindi to
Punjabi or vice-versa preferably of technical scientific
literature in Government/ PSUs/ Autonomous Bodies/
Corporations/Universities or Research Institutions.
Desirable:
One year experience of translation work from
English/Hindi to Punjabi or vice-versa of technical
scientific literature.
Note 1: Qualifications are relaxable at the discretion
of the UPSC/ Competent Authority, for reasons to be
recorded in writing, in the case of candidates otherwise
well qualified.
Note 2: The qualification(s) regarding experience
is/are relaxable at the discretion of the UPSC in the
case of candidates belonging to Scheduled Castes and
Scheduled Tribes if, at any stage of selection, the
UPSC is of the opinion that sufficient number of
candidates from these communities possessing the
requisite experience are not likely to be available to fill
up the vacancies reserved for them.
8. Whether age and educational
qualification prescribed for Direct
Recruitment will apply in the case of
promotees.

9. Period of Probation if any.
Two years for direct recruits
10. Method of Recruitment.
By Direct Recruitment.
Note: Vacancies caused by the incumbent being away
on deputation or long illness or study leave or under
other circumstances for a duration of one year or more
may be filled on deputation basis from officers of
Central Government. (a) (i) holding analogous posts on
regular basis; or (ii) possessing the qualifications and
experience prescribed for direct recruits under Col.7.
11. In case of recruitment by
promotion/deputation/ absorption
grades from which promotion/
deputation/absorption to be made.

Note:- Senior most Member of the Departmental
Promotion Committee shall act as Chairperson in case
notified Chairperson happens to be junior to another
member of the Departmental Promotion Committee.
13. Circumstances in which UPSC to be
consulted in making recruitment.
Consultation with Union Public Service Commission is
necessary.
