The State Election Commission of the National Capital Territory of Delhi issues the Municipal Corporation of Delhi Election Symbols (Reservation and Allotment) Order, 2025, to govern the choice and allotment of symbols for candidates in elections to the Municipal Corporation of Delhi.

Detailed Summary

The State Election Commission of the National Capital Territory of Delhi, under the authority of Section 7 of the Delhi Municipal Corporation Act, 1957, and Rule 15 of the Delhi Municipal Corporation (Election of Councillors) Rules, 2012, has issued the Municipal Corporation of Delhi Election Symbols (Reservation and Allotment) Order, 2025. This Order, signed by Dr. Vijay Dev, State Election Commissioner, was published in the Delhi Gazette as Notification No. F. 4(3)/Bye-election/Legal/SEC/2025/20898 on October 8, 2025, and supersedes all earlier notifications on the subject. It establishes comprehensive procedures for the reservation and allotment of election symbols for contesting candidates, including those sponsored by National and State political parties, and independent candidates, for elections to the Municipal Corporation of Delhi. The Order defines various party categories and adopts symbols reserved by the Election Commission of India, referencing ECI Notifications No. 56/25/2024/PPS-II(NP) dated 26.03.2024, No. 56/25/2024/PPS-II (SP)- dated 23/03/2024, and No. 56/25/2024/PPS-II (FS).- dated 23/03/2024. It specifies that National Party candidates must be allotted their reserved symbol, while State Parties not recognized in the NCT of Delhi have specific conditions for exclusive symbol allotment, requiring an application to the Commission within three days of the election notification. Independent candidates are to be allotted 'free symbols' from Table-III of Schedule-I, with a lottery system for multiple candidates preferring the same symbol. The Order also details authorization processes for political parties to set up candidates using prescribed Forms 'A' and 'B', requiring ink/ball pen signatures and submission by 3:00 P.M. on the last date for filing nominations. The Commission reserves the power to issue further instructions and directions to clarify provisions or resolve implementation difficulties.
