No. AB-14017/10/2014-Estt(RR)(3104937) dated 04.07.2014, made the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, 'Staff Car Driver (Grade-II)' Recruitment Rules 2023 vide No.F.1/18/2018/DES/Estt/2725 dated 13th September 2023, superseding all previous recruitment rules for the Group-'C' post of Staff Car Driver (Grade-II) in the Directorate of Economics & Statistics, effective from the date of publication in the Official Gazette. The Schedule specifies 02 sanctioned posts (2023, subject to variation), classified as General Central Service Group-'C', Non-Gazetted, Non-Ministerial, Level-4 (Rs.25500-81100/-) of the Pay Matrix, a non-selection post filled 100% by promotion from Staff Car Driver (Ordinary Grade) in Pay Level-2 (Rs.19900-63200/-) with 8 years of regular service and a passed trade test, with promotions considered by a Group-'C' Departmental Promotion Committee chaired by the Principal Secretary/Secretary (Labour) and including the Head of the Department (DES) and Deputy Secretary (Services) as members. The rules also include disqualification for persons who have contracted a bigamous marriage (subject to exemption for marriages permissible under applicable personal law), a power to relax provisions, and a saving clause preserving reservations and age relaxations for Scheduled Castes, Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories. No. AB-14017/10/2014 -Estt (RR)(3104937) dated 04.07.2014 and in supersession of all previous recruitment rules issued time to time for the post of Group -'C', in the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, the Lt. Governor, National Capital Territory of Delhi hereby makes rules regulating the method of recruitment to the post of 'Staff Car Driver (Grade -II)' in Directorate of Economics & Statistics, Government of National Capital Territory of Delhi as following namely: - 1. Short title and Commencement: - (i) These rules may be called the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, 'Staff Car Driver (Grade -II), Recruitment Rules 2023. (ii) These rules shall come into for ce on the date of their publication in the Official Gazette. 2. Number of Posts, its classification and Pay Level in the Pay matrix: - The number of said posts, its classification and Pay matrix attached shall be as specified in columns 2 to 4 'Staff Car Driv er (Grade -II) of the Schedule annexed to these rules. 3. Method of Recruitment, Age Limit, Qualification etc.: - The method of recruitment, age limit qualifications and other matters relating to the said post shall be specified in columns 5 to 13 'Staff Car Driver (Grade -II) of the said Schedule. 4. Disqualifications: - No Person, - (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds of doing so, exempt any person from the operation of this regulation. 4 DELHI GAZETTE : EXTRAORDINARY PART IV] 5. Power to relax :- Where the Government is of the opinion that it is necessary or expedient so to do, it may by, order, for reasons to be recorded in writing, may relax any of the provisions of these r ules with respect to any class or category of persons. 6. Saving :–Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex -Servicemen, Other Backwar d Classes and other special categories of persons, in accordance with the orders issued by the Government from time to time in this regard. Note: Where juniors who have completed their qualifying/ eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/ eligibility service by mor e than half of such qualifying/ eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/ eligibility se rvice. 12 If a DPC exists, what is its composition Group -‘C’ Departmental Promotion Committee for considering promotion: 1. Principal Secretary/Secretary (Labour) - Chairperson 2. Head of the Department (DES) - Member 3.
