No. 8(19)/2022/Ex/Estt./1402 -1408 .—In exercise of the powers conferred by the provision to article 309 of the Constitution, read with the Govt. of India, Ministry of Home Affairs Notification No. F.27/59 -Min (i) dated. The 13 July, 1959 and in supersession of all Notification No. F.10(40)/97/Fin (G)/2224 dated 10.03.1999 issued by this Government except as respect things done on omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi is pleased to make the following rules regarding the method of recruitment to the post of Chemical Assistant (Group -`C’) in the Office of the Commissioner Excise, Entertainment and Luxury Tax, Delhi namely: - 1. Short title and Commencement :-(1) These rules may be called the Chemical Assistant Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of posts, classification and level in the pay matrix: -The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the schedule annexed in these rules. 3. Method of recruitment , age -limit, qualifications etc :The method of recruitment, age -limits, qualifications and other matters relating to the said posts shall be as specified in columns (5) to 13 of the said schedule. 4. Disqualification :-No person, - a) who has entered into or contracted a marriage with a person having a spouse living; or b) who, having a spouse living has entered into or contracted a marriage with any person shall be eligible for appointment to the said posts: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and there are other grounds for so doing exempt any person from the operation of this rule. 5. Power to relax –Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing, relax any of the provisions of these rules in respect of any class or category of persons. 6. Saving –Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex -Servicemen and other special categories of persons in accordance with orders issued by the Central Government from time to time in this regard. General Central Service Group ‘C’ Non -Gazetted, Non-Ministerial Level -5 (Rs.29200 -92300) in the Pay Matrix Non-Selection AGE LIMIT FOR DIRECT RECRUITS EDUCATIONAL & OTHER QUALIFICATION REQUIRED FOR DIRECT RECRUITS. WHETHER AGE AND EDUCATIONAL QUALIFICATION PRESCRIBED FOR DIRECT RECRUITS WILL APPLY IN THE CASE OF PROMOTEES PERIOD OF PROBATION, IF ANY (6) (7) (8) (9) Between 18 -25* years (The upper age limit is relaxable for departmental candidate up to 40 years in accordance with the instructions or orders issued by the Central Government) Note: The crucial date for determining the age limit shall be as advertised by Competent Authority. *In case of post being filled up by all -India Open Competition, the age limit would be between 18 years and 27 years. Crucial description: The crucial date for determining the age - limit shall be the closing date for receipt of applications from candidates in India. (and not the closing Essential: (i) B.Sc. with Chemistry as one of the subject from a recognized University. AND (ii) 02 years Experience in Chemical Analysis/ Research or 02 years experience in intoxicating Analysis from any Govt. Laboratory or NABL approved Pvt. Institute/Laboratory working in Chemical Analysis/Research/Intoxicating substance whatever the capacity like Analyst, Jr. Analyst, Chemical Asstt., Chemist, Scientist, Asstt. Scientist etc. OR (i) M.Sc. in Chemistry/Bio -Chemistry/Forensic Science with Chemistry as one of the subject at B.Sc. level from a recognized University. AND (ii) One year experience in Chemical analysis/ Research or 01 year experience in intoxicating Analysis from any Govt. Laboratory or NABL approved Pvt. Institute/Laboratory working in Chemical Analysis/ Research/ Intoxicating substance whatever the capacity like Analyst, Jr. Analyst, Chemical Asstt., Chemist, Scientist, Asstt. Scientist etc. Note 1: The qualifications are relaxable at the discretion of the Competent authority in the case of candidates otherwise well qualified. Note 2: The qualifications regarding experience are relaxable at the discretion of the Competent Authority in the case of candidates belonging to the Age: No Edu. Note: - where juniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying/eligibility service. Deputation: (a) (i) Official under Central/ State/UTs holding analogous Posts on regular basis. OR (ii) With 5 years of regular service in the pay level 4 (Rs.25500 -81100) of the pay matrix AND (b) Possessing the educational qualifications and experience prescribed for the direct recruits in Column No. 7. Note 1: The Departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation.
