A Group 'C' Departmental Promotion Committee, chaired by the Principal Secretary/Secretary (Power) with the Head of the Department (UD) and Deputy Secretary (Finance) as members, considers promotion and confirmation; UPSC consultation is not required. Governor of the National Capital Territory of Delhi is pleased to make the following rules regarding the method of recruitment to the post of "Despatch Rider" in the Urban Development Department, Government of National Capital Territory of Delhi, namely:- 1. Short title and commencement—(1) These rules may be called "Despatch Rider" (Group C Post) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of posts, classification and level in the Pay Matrix:—The number of said posts, its classification and level in the pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.:—The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualifications:—No person,— i. Who has entered into or contracted a marriage with a person having a spouse living; or ii. Who, having a spouse living has entered into or contracted a marriage with any person; shall be eligible for appointment to the said posts: Provided that the Government may, if satisfied, that such marriage is permissible under the personnel law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax—Where the Government is of the opinion that it is necessary expedient so to do, it may by order, and for reasons to be recorded in writing, relax any of the provisions of this rule with respect of any class or category of persons. 6. Saving—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special categories of persons in accordance with the orders issued by the Government from time to time in this regard. SCHEDULE RECRUITMENT RULES FOR THE POST OF DESPATCH RIDER IN URBAN DEVELOPMENT DEPARTMENT, GOVT. OF NCT OF DELHI COL. No. 1. Name of the post — Despatch Rider COL. No. 2. Number of Post — 01* (2023) *subject to variation dependent on workload COL. No. 3. Classification — General Central Service, Group 'C', Non Gazetted, Non-Ministerial COL. No. 4. Level in the Pay Matrix — Level – 2 (Rs.19900-63200) of the Pay Matrix COL. No. 5. Whether Selection Post or non selection post — Non Selection COL. No. 6. Age limit for Direct Recruits — 18-25 years* (Relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issued by the Central Government). Note: The crucial date for determining the age limit shall be as advertised by DSSSB/Competent Authority. *In case of post being filled by all India Open Competition, the age limit would be between 18 year and 27 years. COL. No. 7. Educational & other qualification required for Direct Recruits — Essential : i. Matriculation or Industrial Training Institutes or equivalent pass from a recognized Institute or Board. ii. Possessing a valid driving license for Motor Cycle. iii. Two years experience in driving Motor Cycle. iv. Knowledge of Motor Cycle mechanism (The candidate should be able to remove minor defects in vehicle) Note1: Qualifications are relaxable at the discretion of the Competent Authority in the case of candidates otherwise well qualified. Note2: The qualification(s) regarding experience is relaxable at the discretion of the Competent Authority in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them. COL. No. 8. Whether age & educational qualification prescribed for direct recruits will apply in the case of Promotees — Age – No Qualification – Yes COL. No. 9. Period of Probation, if any — Two years for direct recruits. COL. No. 10. Method of recruitment, whether by direct recruitment or by deputation /absorption and percentage of the vacancies to be filled by various methods — By promotion failing which by direct recruitment. COL. No. 11. In case of recruitment by promotion or deputation or absorption, grades from which promotion or deputation or absorption to be made — Promotion: From Group 'C' employees in Urban Development Department with three years regular service in the Pay Level-1 in the pay matrix (Rs. 18000-56900/-). Note: Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying/eligibility service. COL. No. 12. If a Departmental Promotion Committee exists, what is its composition — Group 'C' Departmental Promotion Committee (for considering promotion and confirmation): 1. Principal Secretary/Secretary (Power) : Chairperson 2. Head of the Department (UD) : Member 3. Dy. Secretary (Finance) : Member Note: Senior most member of the DPC for considering confirmation and promotion shall act as Chairperson in case the notified Chairperson of Committee happens to be junior to another member of the Committee. COL. No. 13. Circumstances in which Union Public Service Commission is to be consulted in making recruitment — Not Applicable By Order and in the Name of the Lt.
