NOTIFICATION

F. No. 1/2/2026/HP-I/Estt./1413-1419.β In exercise of the powers conferred by Section 10 of the Delhi Police
Act, 1978 (34 of 1978) read with Section 2(1)(u) of the Bharatiya Nagarik Suraksha Sanhita, 2023, and Ministry of
Home Affairs, Govt. of India's Notification No. S.O. 2506(E), dated 28th June, 2024 (F. No. U-11030/3/2024-UTL),
the Lieutenant Governor of the National Capital Territory of Delhi, with a view to strengthening enforcement against
illicit trafficking in narcotic drugs and psychotropic substances, hereby direct and declare as under :
1. Constitution of Anti-Narcotics Task Force Police Station:
(1) A Police Station to be known as "Police Station Anti-Narcotics Task Force (PS-ANTF)" is hereby established under
the Crime Branch, Delhi Police, with effect from the date of publication of this notification in the Official Gazette.
(2) The jurisdiction of the Police Station Anti-Narcotics Task Force (PS-ANTF) shall extend to the entire National
Capital Territory of Delhi.
(3) The said Police Station shall exercise all powers and perform all duties of a Police Station as defined under Section
2(1)(u) of the Bharatiya Nagarik Suraksha Sanhita, 2023, including the power to:
(a) register First Information Reports and investigate offences relating to narcotic drugs and psychotropic
substances;
(b) investigate offences punishable under the Narcotic Drugs and Psychotropic Substances Act, 1985, the
Bharatiya Nyaya Sanhita, 2023, and other applicable laws;
(c) undertake financial investigation, tracing of proceeds of crime, and attachment or forfeiture of illegally
acquired property under Chapter V-A of the Narcotic Drugs and Psychotropic Substances Act, 1985 and
other applicable laws; and
(d) carry out such enforcement, preventive, investigative and intelligence-related functions relating to narcotics
offences as may be assigned in accordance with law.
2. The Police Station Anti-Narcotics Task Force (PS-ANTF) shall function under the administrative and operational
control of the Crime Branch, Delhi Police and shall be staffed and organised in accordance with the structure specified
in Annexure-I to this notification or as may be determined by the Commissioner of Police, Delhi from time to time.
3. The place of functioning of the Police Station Anti-Narcotics Task Force (PS-ANTF) shall be notified separately by
the Commissioner of Police, Delhi and meanwhile operate from an existing ANTF, Delhi Police building.
4. Nothing contained in this notification shall affect the validity of any investigation, proceeding or action already taken
under the relevant provisions of law prior to the publication of this notification.

ANNEXURE-I
The Anti-Narcotics Task Force (ANTF) Police Station shall exercise the powers of a Police Station as defined in Section
2(1) (u) of the Bharatiya Nagarik Suraksha Sanhita, 2023. An officer of the Rank of Inspector shall be appointed as the
Station House Officer, assisted by Police personnel and the functional components of the said PS are as follows:

Functions Of the Police Station Anti-Narcotics Task Forceβ (PS-ANTF)
a) The Police Station ANTF shall have full powers of a Police Station under law and shall directly register and
investigate narcotics-related cases on the basis of source information, intelligence inputs, complaints, or references
from other agencies, in accordance with the provisions of the NDPS Act and allied laws.
b) The Police Station ANTF shall be responsible for generation, collection, analysis, and development of actionable
intelligence relating to narcotics trafficking through field operations, technical surveillance, data analysis, financial
intelligence, and digital monitoring, including emerging drug trends and trafficking methods.
c) The Police Station ANTF shall closely monitor the prosecution of NDPS cases in coordination with Public
Prosecutors and Special Public Prosecutors, ensuring timely filing of charge-sheets, effective conduct of trials,
compliance with court directions, and systematic follow-up to improve conviction outcomes.
d) The Police Station ANTF shall ensure safe custody, proper sampling, storage, movement, and disposal of NDPS
case property, strictly in accordance with the NDPS Act, Standing Orders, and directions of the Hon'ble Courts, so
as to minimize procedural, evidentiary, and legal lapses.
e) The Police Station ANTF shall maintain complete and up-to-date police station records and databases, including
FIR registers, case diaries, property registers, intelligence records, personal files, dossiers of offenders, digital
evidence records, and other statutory registers, both in physical and digital form.
f) The Police Station ANTF shall function as the nodal unit for compilation, analysis, and submission of periodic
reports relating to enforcement actions, prosecution status, financial investigations, preventive measures, and
awareness activities, and shall submit such reports to Senior Officers and PHQ as prescribed.
g) The Police Station ANTF shall be responsible for the execution of summons, warrants, NBWs, proclamations, and
attachment orders issued by Courts in NDPS-related cases.
h) The Police Station ANTF shall undertake financial investigation, asset tracing, attachment, and forfeiture of
proceeds of crime under Chapter VA of the NDPS Act, in coordination with competent authorities, as part of an
integrated enforcement strategy.
i) The Police Station ANTF shall perform any other function assigned by PHQ or Senior Officers in furtherance
of effective enforcement, prevention, and control of narcotics and psychotropic substances.
