Detailed Summary

In exercise of powers conferred by sub-section (2) of section 4 of the Census Act, 1948 (37 of 1948), read with Government of India, Ministry of Home Affairs notification No. 2/1/60-Judl.II, dated 20th April, 1960, the Lieutenant Governor, NCT of Delhi, has appointed District Magistrates as Principal Census Officers, Additional District Magistrates as District Census Officers, and Sub-Divisional Magistrates as Sub-District Census Officers. These officers are designated to take, aid in, or supervise the taking of the Census of India 2027 within their respective areas of jurisdiction, effective from January 9, 2026. Furthermore, under sub-section (4) of section 4 of the said Act, the Lieutenant Governor delegates to these officers the power to appoint Census-Officers within their respective jurisdictions. Additionally, under sub-section (3) of section 4, these authorities are authorized to sign written declarations confirming the due appointment of Census Officers. The notification also highlights Section 11 of the Census Act, 1948, which stipulates that any Census-Officer or person refusing duty or obstructing census work shall be punishable with a fine up to one thousand rupees and, upon conviction, imprisonment up to three years.

In exercise of the power conferred by sub-section (4) of section 4 of the said Act, the Lieutenant Governor is further pleased to delegate to the Officers noted at Column (2) of the above Table the powers of appointing Census-Officers within their respective jurisdictions. 3. Further, in exercise of the power under sub-section (3) of the Section 4 of the said Act, the Lieutenant Governor is also pleased to authorize the authorities named above to sign a declaration in writing that any person has been duly appointed a Census Officer by him for any area under their respective jurisdictions. 4. As per the provisions of Section 11 of the Census Act 1948, any Census-Officer or any person lawfully required to give assistance towards the taking of census and who refuses to perform any duty allotted to him/her under this Act or any rule made thereunder, or any person who hinders or obstructs another person in performing any such duty, shall be punishable with fine up to one thousand rupees and in case of a conviction shall also be punishable with imprisonment which may extend to three years.
