NOTIFICATION
Delhi, the 11th January, 2024
F. No. 6(118)W&M/Recruitment Rule MCM/2022/95.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs, notification number GSR 840 dated the 13thJuly, 1959, the Lt. Governor of the National Capital Territory of Delhi, is pleased to make the following Rules regulating the method of recruitment to the post of 'Motor Cycle Messenger' in Weights & MeasuresDepartment, Government of National Capital Territory of Delhi, namely: -
1. Short title and commencement: -
(i) These rules may be called the Weights & MeasuresDepartment, 'Motor Cycle Messenger', Recruitment Rules, 2023.
(ii) They shall come into force from the date of their publication in the Delhi Gazette.
2. Number of Posts, their Classification and level in the pay matrix: - The number of the said posts, their classification and Level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, Qualifications, etc: - The method of recruitment, age limit, qualifications and other matters relating to the said posts, shall be as specified in the columns (5) to (13) of the said Schedule.
4. Disqualification: - No persons,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax: Where the government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, and in consultant with the Competent Authority, relax any of the provisions of these Rules with respect to any class or category of persons.
6. Saving: Nothing in these Rules shall affect reservations, relaxation of age limit and other concessions required to be provided for Scheduled Caste, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with orders issued by Government of India from time to time, in this regard.
SCHEDULE
1. Name of the post — Motor Cycle Messenger
2. No. of Post — 01*(2023) *subject to variation dependent on workload
3. Classification — General Central Service Group-C Non-Gazetted Non-Ministerial
4. Level in the Pay Matrix — Level 2(Rs.19900-63200) in the Pay Matrix
5. Whether selection or non-selection post — Not Applicable
6. Age limit for Direct Recruits — 18 - 25 years* *(Relaxable for Departmental Candidate upto 40 years in accordance with the instructions or orders issued by the Central Government.) Note: The crucial date for determining the age-limit shall be as advertised by DSSSB/Competent Authority. * In case of post being filled up by All India Open Competition, the age limit would be between 18 years and 27 years.
7. Educational&other Qualifications required for direct recruits — Essential: (1) Matriculation or Industrial Training Institutes or equivalent passed form a recognized Institutes or Board. (2) Possessing a valid driving license for Motor Cycle; (3) Two years' experience in driving Motor-Cycle; (4) Knowledge of Motor Cycle mechanism (The candidate should be able to remove minor defects in vehicle). Note 1: Qualifications are relaxable at the discretion of the Competent Authority in the case of candidate otherwise well qualified. Note 2: The qualification(s) regarding experience is relaxable at the discretion of the competent authority in the case of candidates belonging to Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the Competent Authority is of the opinion that the sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them.
8. Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotees — Not applicable
9. Period of Probation, if any — Two Years for direct recruits
10. Method of Recruitment, whether by direct recruitment or by promotion or by deputation or absorption and percentage of vacancies to be filled by various methods — By deputation or absorption, failing which by Direct Recruitment
11. In case of Recruitment by promotion / deputation/ absorption — Deputation / Absorption Officers of the Central Government / State Government or Union Territories: (a) (i) Holding analogous posts on a regular basis in the parent cadre or department. OR (ii) From amongst Group 'C' employee in Level 1 (Rs.18000-56900) in Pay Matrix with 3 years of regular service in the office where vacancy arises failing which from Group-C employees in Level 1 (Rs.18000-56900) in Pay Matrix with 3 years of regular service in Central Government / State Government / Union Territories. and (b) Possessing the qualification and experience as prescribed in Column No.7. Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation / department of the Central Government / State Government / Union Territories shall ordinarily not exceed three years Note 2. The maximum age-limit for appointment by deputation / absorption shall be not exceeding 56 years as on the closing date of receipt of applications.
12. If a DPC exists, what is its composition — Group 'C'Departmental Promotion Committee (for confirmation) (i) Pr. Secretary / Secretary (AR)- Chairperson (ii) Head of the Department concerned- Member (iii) Dy. Secretary (GAD) - Member Note: Senior most member of the Departmental Promotion Committee for considering Confirmation shall act as chairperson, in case the notified chairperson of the Departmental Promotion Committee happens to be junior to another member of the Departmental Promotion Committee.
13. Circumstances in which UPSC is to be consulted in making recruitment — Not Applicable
