Detailed Summary

The Home (Home Guard) Department of the Government of the National Capital Territory of Delhi, vide Notification F.No. 1/03/2022/HG/3367-85 dated 4th November, 2025, exercised powers conferred by section 8 of the Bombay Home Guards Act, 1947, as extended to the National Capital Territory of Delhi. The Lt. Governor of the National Capital Territory of Delhi has made the Delhi Home Guards (Amendment), Rules, 2025, which will come into force on the date of their publication in the Delhi Gazette. These rules amend the Delhi Home Guards Rules, 1959, specifically in Rule 8, by inserting a new proviso after the Seventeenth proviso. This new proviso allows for the extension of the tenure of existing Home Guard Volunteers who were on roll as of 31st October, 2025, and due for discharge between 31st October, 2025, and 30th April, 2026. Their tenure may be extended up to 30th April, 2026, or until fresh enrolment takes place, or until the necessity ceases, whichever is earlier. This extension is subject to satisfactory service records, general conduct as Home Guards during the tenure, and adherence to physical fitness and age limits prescribed in the Rules. No. 321 PART IV GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI 7386 DG/2025 (1) HOME (HOME GUARD) DEPARTMENT NOTIFICATION Delhi, the 4th November, 2025 F.No. 1/03/2022/HG/3367-85.-In exercise of the powers conferred by section 8 of the Bombay Home Guards Act, 1947, as extended to National Capital Territory of Delhi, the Lt. Governor of National Capital Territory of Delhi, hereby makes the following rules to further amend the Delhi Home Guards Rules, 1959, namely:- 1. Short title and commencement—(1) These rules may be called the Delhi Home Guards (Amendment), Rules, 2025. (2) They shall come into force on the date of their publication in the Delhi Gazette. 2. Amendment of rule 8.-In the Delhi Home Guards Rules, 1959, in Rule 8, after the Seventeenth proviso, the following proviso shall be inserted, namely:- "Provided also that the tenure of existing Home Guard Volunteers on roll as on 31st October, 2025(and due for discharge between the period 31st October, 2025 to 30th April 2026) may be extended up to 30th April 2026 or till such time fresh enrolment takes place or till such time the necessity ceases, whichever is earlier subject to satisfactory service records, general conduct as Home Guards during the tenure and also subject to physical fitness and age limit as prescribed in the Rules".
